Title of project: Map out, assess and amend methodologies and procedures of the “Quito Process”.

Purpose of the project: Under the supervision of the Technical Secretariat, the consultant will analyze the current methodology and procedures in use within the framework of the “Quito Process”, with the aim of producing a report on the functionality of Process, making a proposal for adjustments and improvements and generating a procedural handbook (compendium guidelines) to reflect the revised mechanisms.

Location: Home-based – any location with hours compatible with Eastern Standard Time.
Duration of the assignment: 4 months
Condition: Full-time (40 hours per week)

General Background of Project or Assignment:
The Quito Process is a regional technical forum of 14 Latin America and the Caribbean that host large numbers of Venezuelan refugees and migrants. To date, more than 5.6 million refugees and migrants from Venezuela are outside their country of origin, of whom an estimated 4.6 million reside within the LA and Caribbean Region, more than a million of them without any regular status. The Quito Process provides a forum for dialogue and reflection with a view to align national policies to address common challenges faced by this population group and the communities in which they live.

In September 2018, the First Declaration of the Quito Process committed signatories to facilitate the movement of Venezuelan refugee and migrant citizens. In the subsequent chapters of the Process, progress was made towards developing an action plan and roadmap, as well as securing international technical cooperation. In the first semester of 2021, Peru had the pro-tempore presidency of the Quito Process focusing efforts on socio-economic insertion, the COVID-19 crisis, human trafficking and smuggling, refuge and asylum, international cooperation, legal regularization, and dialogue with civil society. Brazil currently holds the pro-tempore presidency of the process.
UNHCR and IOM support the Process through the Joint Technical Secretariat that organizes, formulates, and executes the tasks of the Presidency pro Tempore (PPT) of Quito Process. It also serves as liaison between the PPT and the countries that are leading the of different thematic areas of Quito Process (Champions countries) and the technical focal points of international organizations that support leading countries in the organization of thematic workshops and technical working groups.

In 2019 a Group of Friends of Quito Process was created to provide technical cooperation on thematic priorities of the Process and to keep high the international community attention on the Venezuelan humanitarian crisis. At present, the Group of Friends consists of Canada, France, Germany, the Netherlands, Spain, the United States, the European Union, Switzerland, Italy, United Kingdom and IADB.

Overall Purpose and Scope of Assignment:
Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (time lines, value of the service rendered in relation to the cost, timeliness) and work plan:
Carry out an information survey of existing processes, using a methodology established by the consultant that should take into account interviews with the main actors of the Quito process, i.e. current and previous Pro Tempore Presidency, Focal Points of the Foreign Ministries of the members, Technical Focal Points of the States and Agencies of UN system, Members of the Technical Secretariat.

Document procedures and related information flows, flowcharts, decision map, problem tree and objectives, etc.
Analyze the current procedures and methodology and production of a report of the functionality of Process that includes a proposal for adjustments and improvements and their implementation. Provide solution design using LFM (Logical Framework Matrix), feasibility analysis, Gantt chart
Document the methodologies, norms, procedures, and standards that reflect the new methodology of the Brasilia chapter. Incorporate in the methodology activities of control, monitoring and quality assurance.
The outputs reflecting this work are:
First deliverable: Compendium of survey of current procedures, making a proposal for adjustments and improvements of current methodology and procedures, highlighting opportunities for change with data that support these recommendations (60 days from hiring).
Second deliverable: Once approved by the PT of Brazil, produce a document that reflects the revised mechanisms. This document will include a Procedural Handbook (Compendium of Guidelines) of Quito Process, cartograms, flowcharts, and other documentation that allows the interpretation and applicability of the same (30 days after deliverable 2).
Third deliverable: after receiving the Document, a feedback session and final adjustments will be made with the Presidency Pro Tempore and Technical Secretariat inputs, which the consultant must adapt as the final delivery (30 days after deliverable 2).

Required level, qualifications and work experience:

Qualification and experience required (degree required, years of work experience, field of expertise, language required):
-Post-graduate or master’s degree in social sciences or a related field.
-Experience not less than five (5) years integrating organizational teams working in process/program design and reengineering of administrative processes.
-Specialist in project design, with links to humanistic careers.
-Experience in collection and documentation of information on processes/programs in the private or public sector.
-Knowledge and analysis of mapping processes. Skills in Quality Management systems. Knowledge of computer tools for flowcharts, organization charts, etc.
-Use of tools for the Analysis and Deployment of Processes (Cause-Effect Diagram, Histograms, Selection Matrix, the 5 W, Pareto Diagram). Use of tools for Business Processes Modeling (BPM)
-Monitoring and Progress Controls (report requirements, periodicity, format, deadlines):

First deliverable 60 days from hiring: Compendium of survey of current procedures, proposals and recommendations.
Second deliverable 30 days after first deliverable: a Document that reflect the revised mechanisms, procedures and recommendations.
