UNHCR, the UN Refugee Agency, is looking for a Monitoring and Evaluation Expert – Joint Assessment Mission (JAM Survey) for Public Health Unit in CHAD operation.

The main objective of this JAM is to examine the current situation of old and new refugees and that of their host populations in the different regions of the country. The consultant will also assess the multi-dimensional effects of the multisectoral assistance provided. to the two communities under different modalities since the scaling up of the joint refugee self-sufficiency program from 2017. This will allow the three institutions, in consultation with the different stakeholders in the country, to define a joint strategy of assistance (food and non-food) for at least the next two years (2022 and 2023). WFP and UNHCR will engage a consultant / TDY to provide technical support for the implementation of the JAM.

Organisational context

Chad has always been a land of asylum and thus ranks among the 10 largest refugee hosting countries in the world, hosting around 500,000 refugees from Sudan, the Central African Republic and Nigera in June 2021 living in 20 refugee camps. refugees in the east, west and south of the country. The UNHCR and WFP country offices in Chad, in collaboration with the government counterpart represented by CNARR, implemented a joint program for the progressive self-reliance of refugees throughout the country from 2014. Assistance includes also the distribution of food and cash transfers to meet basic needs.

In 2017/18, WFP and UNHCR conducted a profiling exercise that resulted in a shift to vulnerability-based assistance. This is how general food distribution gave way to categorized assistance (full ration for newcomers and the most vulnerable households and a reduced ration for moderately vulnerable households with a perspective of strengthening livelihoods of the latter through resilience projects).

From 2017, following the last JAM conducted in Chad in 2016, other initiatives were also implemented by the two agencies. These initiatives also respond to the recommendations of most donors and particularly aim for transparency and respect for protection in the management of information on refugees and the promotion of approaches favoring durable solutions and the progressive economic empowerment of refugees.

Despite these efforts, however, three major difficulties were noted: i) 06 refugee camps in eastern Chad refuted the results of their HEA and refused categorized food assistance. As a result, they no longer benefit from regular food assistance since 2018; ii) Over the past three years, the funding situation of both agencies has declined. This often leads to a drop in the level of assistance or a temporary interruption of it (including food assistance); iii) Still stemming from this decline in resources, some projects that are an integral part of the Joint Progressive Refugee Empowerment Program cannot be scaled up as planned despite the fact that categorized food assistance is effective.

The position

We are seeking a dynamic and proactive team player, Strong analytical, reporting and writing abilities skills with a strong interest in not-for-profit brand and refugee issues, to perform the following:

a) Summarize actions taken as a result of previous JAM recommendations noting the differences between what were recommended and what was done;

(b) Carry out a review and analysis of secondary data focusing on general themes related to assistance to refugees in Chad;

c) Support thematic groups in their conduct of secondary data review and analysis, and ensure adequate coverage in terms of content and clear identification of knowledge gaps;

d) Support thematic groups in identifying information needs and overseeing the development of the fieldwork methodology and tools required for data collection;

e) Train other members of the JAM team on the methodology and information / data to be collected in accordance with global JAM guidelines as well as the constitution of the camp sample for study data collection;

f) Finalize the mission schedule and logistical arrangements (with the support of WFP and UNHCR country teams).

Duties and responsibilities

Below are the Secondary objectives of the task.

Field phase:

• a) Provide ongoing guidance to field teams on the field data collection process and daily summary of results through debriefing and analysis sessions;

• b) Supervise the data collection to ensure its quality and contribute to its comprehensive analysis.

• c) Receive and regularly consolidate the analyzes submitted by the field teams

• d) Organize an inter-agency / multidisciplinary session after data collection in the field with the aim of ensuring a collective understanding of the key results.

Analysis and reporting:

• a) Lead and conduct an analysis of key findings and provide recommendations for the next planning phase 2021-2023.

• b) Produce a report of the main findings and recommendations;

• c) Facilitate a debriefing workshop, to i) present the main findings and recommendations – using a PowerPoint presentation. ii) develop a joint UNHCR / WFP action plan;

• d) Write and distribute the report to be submitted to WFP and UNHCR management before the end of the mission in electronic version;

• e) Integrate the comments received from WFP and UNHCR and finalize the report;

• f) Facilitate the JPA workshop and draft the JPA for approval by senior management.

• g) The major results and recommendations should be presented to partners at the mission level (oral presentation and PowerPoint slides).

• h) The final versions of the databases used to analyze the survey results should be sent to the Public Health Section, Program Support and Management Division at UNHCR Headquarters and the UNHCR Country Office.

The consultant will regularly communicate the progress of activities with focal points of UNHCR and WFP, who will have overall responsibility for the investigation. All finalized JAM survey documents, including the protocol, questionnaire, preliminary report, and final report, should be reviewed and validated by UNHCR and WFP focal points prior to release. All databases verified, and used for analysis, should be sent to UNHCR and WFP.

Essential minimum qualifications and professional experience required

Education:

At least a Master’s degree in Statistics, economics, demography, or equivalent.

The ideal candidate will:

  • Have knowledge and proven experience of WFP / UNHCR procedures and the Nexus approach.
  • Have experience of at least 10 years in conducting JAM studies and have a good knowledge of the issue of food assistance for refugees, livelihood, also including the concept of resilience and development in Chad or in the SAHEL region;
  • Have knowledge of the Chadian context and of operations targeting desirable refugees.
  • Have excellent communication skills with strong interpersonal and negotiation skills.
  • Be fluent in French and English, with advanced writing and editing skills. Work in a team and in a multicultural environment;
  • Have ability to meet binding deadlines;
  • Have autonomy, sense of initiative and anticipation;
  • Have analytical spirit and scientific rigor;
  • Have excellent speech and very good writing skills.
  • Additional languages are desirable, but not essential.
  • Capable of building and maintaining simple databases and filing systems for project management.
  • Have good experience using the Microsoft Office suite (Outlook, Word, Excel, and PowerPoint).
  • Demonstrate a genuine desire to learn and develop.
  • Be highly organised and have good attention to detail.
  • Be able to multi-task and to prioritise workload.
  • Be a flexible, team-player.

Location

The consultant will cover N’djamena, Gore, Maro, Amdjarass, Iriba, Farchana, Gozbeida and Baga Sola.

Conditions

The consultancy is for two months to start in October 2021. It is a full-time role with working hours starting from 8.30am to 5pm Monday to Friday (40 hours per week).
