Job Location: North Horr, Marsabit County – (Candidates must be legally entitled to work in Kenya at the time of application – National position)

Liaises:

Externally: Formal and informal traditional community leaders, organized community groups and community members in the sub county offices in-charge of various relevant sectors as well sub county and Ward Administrators, Members of County Assembly.

Internally: with Sub county Managers, Technical Manager and Officers in – Livelihoods, Health & Nutrition, Education and Monitoring and Evaluation as appropriate

Job summary :

Responsible for Quality Programme Delivery at the Sub County level through technical leadership in food security, livelihoods and community engagement in various sub Counties of Marsabit County in close consultation with manager livelihoods. Responsible for timely implementation of program activities guided by the annual work plan and informed by program technical approaches in close collaboration with ward field assistants, sub county government officials and community leaders/members in implementation of joint plans.

Main duties & Responsibilities:

  • Provide technical support to the Sub-county government line officers in charge of key sectors including department of agriculture livestock and fisheries, Water environment and Natural resources, trade, industry and enterprise development amongst others to establish a collaborative working environment; implement high impact and evidence informed interventions
  • Lead in the day to day program implementation and prudent utilization of resources towards meeting the program mandate in line with organization policies and standard operating procedures
  • Foster linkages with partners and other stakeholders in public and private sector in the Sub-county to enhance synergy, collaboration and learning
  • Network with the National Drought Management Authority (NDMA) on matters related to County Contingency Planning, social protection system, early warning systems and emergency response.
  • Network with Civil Society Organizations engaging in Food Security and Livelihoods, Disaster Risk Reduction and resilience programming and other related programs in Marsabit to foster coordination and collaboration in areas where their works interacts with Concern Worldwide programs.
  • Represent Concern Worldwide at sub-county level livelihoods related technical and coordination forums in: Natural Resources Management, livestock sector forums, WESCOORD, early warning systems, cash transfer programming and others as will be specified by the line manager
  • Facilitate and/or conduct joint program monitoring with relevant government line ministries and develop program improvement plans
  • Play an active role in generation of new knowledge through documentation of informal interactions and feedback sessions with communities and through participating/supporting surveys and other assessments
  • Prepare progress reports on a monthly and quarterly basis for all activities based on indicators identified in the performance monitoring plan and support in the documentation of program success stories
  • Contribute to the development of the annual work plan and quarterly costed work plan and support in tracking implementation

Community engagement

  • Conduct on-job mentorship for Ward Development Assistants, and Partner staff on practical aspects of community engagement.
  • Coordinate the integrated implementation of sector specific phased approaches in education, livelihoods, health and nutrition at community level liaising closely with Technical Managers Health& Nutrition, Livelihoods, and Education and government service providers to ensure organized community groups have adequate technical support to develop and implement their action plans that address barriers to basic service delivery.
  • Responsible to ensure that Ward Development Assistants have well defined work plans and develop strong relationships with Ward and Sub County Administration, Concern Sector Technical Managers and Officers and County Sector Technical officers to provide communities with technical support to address barriers they face in accessing basic services.
  • Guide programmes and provide technical oversight for utilization of CC and gender approaches for promoting gender equality

Planning, reporting and documentation

  • Monitor the translation of community plans into village, ward , sub county and county development plans during the annual county planning and budget processes
  • Participate in development of programme annual plans and proposals, costed work plans
  • Develop and submit timely and quality training, monthly and quarterly programme reports
  • Documentation of case studies on Concern’s contribution to empowerment of communities, increased demand for basic services, reduction of harmful socio-cultural norms, pursuit of accountability by communities and increased voice in county decision making processes

Monitoring and Evaluation

  • Conduct regular field visits to monitor progress, quality and impact of activities approved in the annual program proposal, and quarterly costed work plans and support ward development assistants
  • Participate in joint quarterly sub county level multi-sectoral monitoring visits led by the Manager Sub County
  • Facilitate and participate in Livelihoods sector joint monitoring visits at least once a quarter with the Sub County Government officers to project sites
  • Supporting M&E team in undertaking relevant post distribution monitoring at Sub County level
  • Disseminating programme findings to both the community and stakeholders.

Representation

  • Represent Concern Worldwide at Sub County and Ward level coordination and technical forums for citizen participation , gender
  • Maintaining good working relationships and co-ordination with local, national and international partners
  • Participate in field visits for Concern with donors/beneficiaries etc. in the assigned areas

Responding to Emergencies

  • Participate and contribute as necessary towards Concern’s Emergency response as and when necessary
  • Comply with Concern’s health, safety and security guidelines during emergencies

  • To support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organizations and beneficiaries, and be committed to providing a safe working environment.
  • To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern Programme (as per P4 section 6)

  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
  • work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Job Specification:

  • A Bachelor’s Degree in Community Development, Livestock Production, Crop Production, Social Sciences or any other relevant field
  • At least three (3) years’ experience in a similar role
  • Must have a working knowledge of Project Cycle Management, Climate smart agriculture, Community Managed Disaster Risk Reduction, Animal health, Water supply systems, Natural Resource Management, Pastoral Field Schools, Making Markets work for the Poor and Value Chains Development.
  • Strong written and oral communication skills, fluency in written and spoken English and Swahili
  • Good computing and report writing skills
  • Be able to work independently, as well as in a team
