To support Oxfam’s capacity to draft high-quality ECHO HIP proposals for the upcoming ‘HIP season’ (Mid- November 2021 until the end of January 2022, exact dates to be confirmed), the Dutch affiliate of Oxfam, Oxfam Novib, is looking for one or more consultants to serve as proposal writers for Oxfam country teams.

Expectations of Consultancy

To serve as the principal writer for ECHO HIP proposal for Oxfam country team in one of the following country offices (Uganda, South Sudan, Mozambique, Bangladesh and Niger). The principal writer will work closely with the proposal bid lead who manages the overview proposal drafting and signoff process, humanitarian technical teams, Oxfam partner organizations and other stakeholders.

Specific tasks:

  • Review donor guidelines and instructions to ensure the proposal is developed in full alignment with donor expectations, formats and regulations.
  • Review recent winning proposals submitted by Oxfam to ECHO as examples of high quality proposals and budgets.
  • Write the proposal and all required annexes as per donor formats and requirements. A bid calendar will be developed once the consultant is contracted. The calendar will specify deadlines for draft 1, draft 2 and final drafts with sufficient time for review and feedback by Oxfam team.

The consultancy will likely take place between Mid-November 2021 until the end of January 2022. The duration of the assignment will be agreed in consultation, depending on country team capacity; it should normally be between 20-30 days. The consultant will be working with various Oxfam stakeholders and civil society partners, including Oxfam’s humanitarian and innovation teams.

Qualifications:

  • Demonstrated knowledge of and experience with ECHO HIP proposal drafting (Essential),
  • Extensive experience with ECHO, including understanding of their selection criteria and areas of prioritization (Essential),
  • Demonstrated experience with humanitarian programming, including program development and proposal drafting (Essential),
  • Experience working in/with (international) humanitarian organizations (Essential),
  • Experience working in one of more of the following contexts: Uganda, South Sudan, Mozambique, Bangladesh and Niger (Desirable),
  • Excellent writing, communication and presentation skills in English or French (Essential).
