INTRODUCTION

Transparency International Defence and Security (TI-DS) is launching a new programme of work funded by the Netherlands MFA: Protecting human security by tackling the cycle of corruption, instability and conflict. The objectives of this grant are to:

  1. To integrate anticorruption norms and practices into peacebuilding and, as relevant, development and human rights
  2. To strengthen civic space in security sector anti-corruption and oversight
  3. To support the integration of gender-sensitive approaches at the nexus of conflict, defence and security, and corruption

The detailed design of this body of work will be undertaken through a multi-stage inception phase running from October 2021 to February 2022. The inception phase which is structured as set out below, followed then by an Implementation Phase from March 2022 onwards.

Inception Phase

Part 1: Problem Analysis.

Part 2: Appraise options and develop the programme design framework and logframe.

Part 3: Make informed decisions and produce recommendations to implement the programme in selected geographies.

KEY DUTIES

A key component of the inception phase is the detailed design of country-level projects in four countries in West and North Africa, specifically Mali, Niger, Nigeria and Tunisia. These projects will be designed and delivered by TI chapters in the four countries, with support from TI-DS. Working to support the TI-DS’s Advocacy and Engagement Manager, the consultant will help deliver the following outputs for each country project as part of the inception phase:

  1. Context and problem analysis
  2. Stakeholder analysis
  3. Project plans, with validated draft project objectives and theories of change
  4. Logical Framework Analysis
  5. Implementation phase workplan
  6. Detailed budget for implementation phase and forecasted spend
  7. Risk matrices
  8. Conflict sensitivity analysis

The consultant will work with existing tools or develop new ones where needed to achieve the above, and will work closely with the TI-DS team and national civil society partners to implement the necessary processes and produce a high-quality set of outputs. The consultant will use their French skills in particular to facilitate these processes with Francophone civil society partners. **

PERSON SPECIFICATION

The ideal candidate will have solid project management skills, with experience developing and using project design tools and working with partners to conduct stakeholder and context analysis and design projects which will have impact and meet donor requirements. He/she will be familiar with work in the field of governance and/or anti-corruption and will have experience working with civil society organisations in fragile and conflict-affected states. He/she will have excellent communication and teamwork skills, and will be fluent in French and English.

Essential criteria:

· Expertise in project design with national civil society organisations, ideally in the field of governance and/or anti-corruption

· Experience of working successfully with institutional funders and multi-year grants

· Adept in utilising participatory programme development approaches and tools and producing high-quality project documents

· Written and spoken fluency in French and English

· Excellent team working and communication skills

· Must be available to work on a flexible basis during the given time-period.

· A commitment to Transparency International’s core values: Transparency, Accountability, Integrity, Solidarity, Courage, Justice and Democracy.

Desirable criteria:

· Experience of monitoring and evaluation, including designing and working with MEL frameworks

· Knowledge of/experience of gender mainstreaming in programmatic work

· Knowledge of and/or experience of working in West Africa and/or FCAS
