Christian Aid is commissioning a final evaluation of its 4-and-a-half-year project in Syria, which is funded by the European Commission and implemented by one local partner. The project is currently in the final months of programming in northwest Syria and will end on 24 March 2022. The evaluation work and final report will need to be completed by 18 March 2022. Travel restrictions etc. as result of COVID-19 will need to be respected and as such evaluation activities can and should be adapted and planned accordingly. **

We provide urgent, practical and effective assistance where need is great, tackling the effects of poverty as well as its root causes as part of a wider movement for social justice.

In 2017, Christian Aid secured EC funding to implement a three-year project to provide education and vocational training for adolescents and young people who have seen their chances to gain such development negatively impacted by the conflict. Due to logistical and contextual challenges, the project started late and has therefore received two no-cost extensions extending the project length to 4.5 years. The work has been concentrated in the northwest of Syria. Due to the nature of the conflict in Syria, Christian Aid staff have been unable to carry out direct monitoring of project activities in person and have therefore utilised third party monitors to triangulate partner reports and other supporting documentation.

About the evaluation

This is a final evaluation of the EC funded project “*Creating Alternative Futures: Educating Syrian Adolescents*”*,* implemented with one local partner in 4 locations in northwest Syria.

The purpose of this final evaluation is to establish whether the defined project objectives have been met, note the extent to which learning from the mid-term evaluation has been addressed, assess the project against key quality criteria, and make recommendations. Specifically, the evaluation should achieve the following:

  • Review the extent to which the project has been delivered successfully in line with the project objective and logframe.
  • Asses the EC funded project under the following criteria – relevance, effectiveness, efficiency, sustainability, and impact – in line with DAC quality criteria.
  • Identify key emerging

About you

Key qualifications and experience of the evaluator(s):

  • Extensive demonstrable experience in participatory research, using both quantitative and qualitative methodologies.
  • Extensive experience and knowledge of the situation of vulnerable groups, preferably in the context of NW Syria.
  • Extensive experience and knowledge of the situation of refugees, IDPs, and host communities, preferably in the context of NW Syria.
  • Extensive experience in development and humanitarian programme evaluation.
  • A very good understanding of the Middle East’s political, economic, social and cultural context, especially with regard to the Syria crisis.
  • Experience of conducting external evaluations for European Commission funded projects.
  • Previous experience of producing reviews / evaluation for internationally funded projects (OECD / DAC evaluation experience desirable).
  • Proficiency in both English and Arabic is a must.
