Overarching purpose

As per NRC’s global policy, each country office is encouraged to conduct an external evaluation every three years to assess program quality to capture lessons learned and provide evidence to feed into the country and regional program development.

Following country-level discussions and given the growth and scope of the education core competency within NRC’s Libya response, the organization would like to evaluate a component of its education intervention, specifically its non-formal education programming, to identify lessons learned and develop recommendations for improvement.

Concretely, the learning will inform the direction of a potential new cycle of NFE funded by ECHO to be implemented towards the end of 2022 as well as the broader global education agenda.

The main evaluation objectives entail the following:

  1. Enhance accountability towards NRC’s target groups and donors by evaluating performance and adapting program activities and implementation modalities based on findings.
  2. Apply findings to immediately bring about changes and improvement in practice in subsequent NFE cycles.
  3. Strengthen country-office and agency-wide learning to improve technical and organizational approaches, strategy, and policy.

Application Deadline: 19 December 2021

Bids must include the following:

  • Proposal including, outline of evaluation framework and methods, including comments on the TOR, proposed time frame and work plan (bids over 3 pages will be automatically excluded).
  • Proposed evaluation budget
  • Sample evaluation reports (up to two)
  • CVs

Submit completed bids to: ly.procurement@nc.no.

Applications will be scored on the following four criteria:

  1. Proposal/Bid quality (8 points): this includes the understanding of the scope of the ToR and clear proposed methodology
  2. Capacity (4 points): demonstrated reliability in delivery of quality services, supported by previous examples and writing samples
  3. Relevant (4 points): relevant sector specific technical experience and academic qualifications
  4. Budget (5 points): cost feasibility and value for money.
