Context & Mission

In light of the OCG Strategic Plan 2020-2023 and the overall HR Department amibtion, the objective of the “Field HR Information System Referent” position is to support a coherent and effective field HR management, in line with the operational and organizational requirements. The position is part of the Field HR Tools and Policies unit, whose role is to provide technical support in various HR domains to field teams. The objectives of the Field HR Tools and Policies unit are:

  • Optimizing HR support to operational needs with adapted HR policies and tools in the field of Compensation & Benefits, HR policies and legal, HR information System
  • Support missions to develop mechanisms to prevent, detect and address related HR risks
  • Build team capacity in related domain and apply skills to the field
  • Improve the management and analysis of HR mertrics
  • Simplify internal standards and make them accessible

Main responsibilities

For this, the Field Information System Referemt main tasks will be to:

  • Respond to field support requests in the area of Field HR Information System (Homère, Matrix, Metrics…)
  • Use the ticketing system to process requests reg. Homère
  • Solve technical and users problems related to Homere and HR matrices or participate in the resolution with Homere Managers and other HRIS Referents
  • Ensure proper functioning of the HOMERE software and HR matrices and proper use in the field and at headquarters
  • Centralize and verify the collection of quantitative HR data for monthly OCG reporting & statistics. Help enforce data quality standards
  • Participate in verifying the correct implementation of the payroll process in missions by verifying key documents
  • Participate in developing HRIS training tools and manuals and updating them regularly
  • Support the other HRIS users during testing and implementation of new versions
  • Participate in the related technical induction of new comers

Profile & Experience

Education**

· Training in HR Information System Management or equivalent

· Additional operational & HR MSF training an asset

Experience

· Minimum 2 years of experience in HR administration in one or more NGOs or private companies.

· At least one MSF field experience with HR responsibilities (field or coordination).

Language:

English mandatory & French a strong asset.

Technical – Individual skills

· Knowledge of Human Resources Management

· Good knowledge of the Office Pack

· Knowledge of Homere

· Knowledge of tools development

Contractual conditions:

· Open Ended Contract at 100%,

· Position preferably based in an OCG hub office (Senegal, Jordan, Mexico), other locations may be considered during recruitment process

· Starting date: January 2022

· Gross annual salary: Salary determined according to recognized experience and the internal salary scale of the location.

· Travels to MSF CH missions are part of this role.
