The ‘ MSF Operational Centre Amsterdam ’ (OCA) coordinates operations in the F ield with six MSF partners, MSF Canada, Germany, the Netherlands, South Asia, Sweden and the UK. At OCA , more than 10,000 staff work o n 115 emergency projects in about 31 countries. At the headquarters, staff focusses on supporting operations in the Field , recruitment and communication.

We are looking for an:

Information Management Lead Field (50% office, 50% field)

Flexible location possible, based in a country with OCA or MSF office presence

Position within the organisation

The Information Management (IM) L ead Field will work closely with the Information Management Lead for Office and report directly to the Head of ICT. The IM Lead Field will manage two Flying IM Advisors . The total Information Management department contains six employees. In this position, it is required to work both from the office and Field .

The ICT Department is in a transition phase . This means the Information Management department is a new set up including the positions . That ’ s why we are looking for someone who is familiar with a new , nearly set up team, capable of creating the structure and defining the strategy for IM in the Field . The IM Lead will advise and support all the missions with a focus on the local regulations .

Your responsibilities

You will be responsible for defining the strategy and rollout plan for implementing Information and Record Management and knowledge activities across OCA missions and projects.

The IM lead will collaborate with the Country Managers, Head of Missions, relevant field coordinators and assistants in the missions and Operations department at our HQ .

Main responsibilities

  • You will develop and implement an Information Management strategy that supports the organisation’ s vision and objectives.
  • Ensures a well-managed and coordinated risk-based approach to implementing Information Governance across OCA missions.
  • Advise, implement, and monitor IM controls and RM practices to comply with local statutory, legal, and organisational requirements for the management, retention, and disposal of electronic and physical records that are efficient and fit for purpose.
  • Plans and coordinates internal communication and change management IM activities.
  • Coordinates a team of IM Advisors to ensure missions and projects clearly understand the Information Strategy and what is required.
  • Ensures training and information mechanisms are in place to educate staff members in their roles and responsibilities and certify all staff are aware of the policies and guidelines for information and records management.
  • Provides support and guidance to all staff and guides a network of IM focal points/referents.

Candidate Profile

You are a senior information management professional with significant experience in the Field within MSF or a similar International Organization/NGO. Medical Humanitarian professional experience is a distinctive plus. In addition, you have a track record of advising on- and implementing new policies and procedures and have a thorough understanding of organisational issues and (team) dynamics in projects/coordination.

  • At least five years of relevant working experience with Information Management or similar job
  • Degree or demonstrable experience working in Information Management, Library Sciences, Document Management
  • Experience with change management, training and facilitation
  • Experience in records management and working with retention schedules
  • Fluency in English , both oral and written , is required. French and Arabic is a plus
  • Ability to meet deadlines, multi-tasking, prioriti s e tasks, and work under pressure
  • You are a self-starter who takes initiatives, pays attention to details, and easily switch between in demanding tasks
  • Knowledge of international law is a plus
  • Good working knowledge, as a user, of Office 365 sharing and collaborating tools:
  • Specifically; SharePoint Online / Microsoft Teams, previous experience as a SharePoint Site Administrator is highly desirable

We offer you a Dutch employment contract, based on 40 hours per week. A gross monthly salary in scale 7 between € 3,488,- and € 4,980,- depending on professional experience, based on a 40-hour working week.

In the case your location is other than Amsterdam, but based in a country with OCA or MSF office presence we offer you a local employment contract with a local salary and local benefits, based on 40 hours per week.

A contract for one year with renewal option (based on a fulltime appointment (40 hours/week ).
