Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Resettlement and Movement Management Division (RMM) within the Department of Operations and Emergencies (DOE), serves as the institutional focal point for all types of resettlement activities, as well as supporting all IOM movement operations, including air, land, and sea movements, to ensure a wide range of humanitarian solutions and effective migration.

Project Context and Scope

The International Organization for Migration (IOM), established in 1951, is the world’s leading intergovernmental organisation that provides migration services to governments and migrants. IOM is committed to promoting humane and orderly migration for the benefit of all. The Resettlement and Movement Management Division (RMM) within the Department of Operations and Emergencies (DOE), serves as the institutional focal point for all types of resettlement activities, as well as supporting all IOM movement operations, including air, land, and sea movements, to ensure a wide range of humanitarian solutions and effective migration.

Movement assistance encompasses all resettlement and other forms of humanitarian admission; evacuations of vulnerable migrants, internally displaced persons, and others; voluntary relocation, return and repatriation; and family reunification and support for protecting vulnerable migrants, including victims of human trafficking. IOM also assists individuals and families in returning home, relocating to safety, reuniting with family members, and migrating to new opportunities.

Given the ever-changing landscape investing in the next generation of RMM leaders is critical. The technical nature of RMM work necessitates close supervision, regular training, and proficiency with IOM proprietary tools. To meet the growing demand for senior leadership, RMM is planning a senior leadership training programme that will focus on developing strong IOM leaders. Furthermore, the consultant will ensure that any RMM leadership training includes the technical capacities required to lead resettlement and movement management operations effectively and responsibly. The RMM leadership profile must closely align with the Managerial Competencies outlined in the IOM’s Competency Framework and the RMM Job Architecture. The consultant will collaborate closely with the programme coordinator, RMM senior management at headquarters, and relevant focal points to develop the training and conduct the first Pilot training in 2022. This will be in-person or virtually dependant on the circumstances. In general, s/he will develop the training components, as well as supporting IOM development of the core technical areas, ensuring proper harmony of the final content and training materials.

The training will be guided by the premise of using existing IOM management and leadership resources to provide cohesiveness and integrated career pathways tailored to the resettlement context to guarantee immediate practical application of skills. RMM has selected several topic modules and trainings for customization to the training audience and collaboration with internal stakeholders, including Staff Development and Learning (SDL) section and the Department of Migration Management (DMM).

  • Coaching and mentoring: conducting a 360 review by an external stakeholder and assigning a coach for the duration of the training.
  • People management: Leading by example, managing performance and motivating a team, learning how to resolve conflicts through exemplary leadership and appropriate behaviour, learning how to coach and mentor.
  • Project management: How to compile and monitor budgets, recruitment of a diverse and balanced team, implementation and monitoring and evaluation of movement operations – Communication and coordination skills: (internal within the project team, across units within a Country Office, with the Regional Office /Headquarters) and external (government counterparts, donors, UN Agencies, implementing partners), preparing talking points and giving presentations. – Values and Policy mainstreaming: Learning to champion institutional values and policies and implementing them into everyday work (i.e. integrity, Accountability to Affected Populations, diversity, Prevention of Sexual Exploitation and Abuse, Code of Conduct).

The training phases Include:

  1. Introduction: What the course is about, time expectations, Overview of Components;
  2. Self-learning, including required pre-trainings and readings.;
  3. 360 assessment;
  4. Assign a coach;
  5. Self-paced e-learning modules (Content, Self-learning, Skills application, Reflection);
  6. Graduate (eligibility for certain positions, RMM Management Roster);
  7. Upon completion, staff can serve as ad-interim managers if required (i.e. extended leaves/parental leave/recruitment gaps).

Core Functions / Responsibilities:

Tangible and measurable outputs of the work assignment

The consultant is expected to provide detailed activity-based-proposal including risk mitigation plan, against below main deliverables. The activity-based-proposal including number of consultants working days, are considered part of this contract and will be attached as an Annex. The consultant will work closely with the RMM Senior management team and relevant IOM thematic specialists who will serve as Subject Matter Experts (SMEs) to develop the following outputs:

Output 1: develop a workplan

Develop a workplan for developing the leadership training, which should include a designing phase (including needs assessment) followed by the development of the training modules and materials, and the first Pilot delivery phase.

Output 2: the design and development phase

• In close consultation with IOM resource personnel within the Division of Resettlement and Movement Management (RMM), the consultant will develop the training components, as well as supporting IOM development of the core technical areas, ensuring proper harmony of the final content and training materials develop the training that includes people management: Leading by example, managing performance and motivating a team, learning how to resolve conflicts through exemplary leadership and appropriate behaviour, learning how to coach and mentor.

Work closely with the IOM subject matter experts supporting them to develop their technical sessions and ensure that the final products for those sessions are to meet the training expected outcome, giving them the needed advice and guidance on best training practices.

• Participate in and contribute to the facilitation of the design workshop which will take place at a later date and location to be determined. The consultant is expected to collaborate with the RMM HQ management team to consolidate the training main scenarios and sessions, receive feedback on the soft skills component that s/he developed and continue support the RMM trainers in terms of preparation for their key technical areas presentations.

• Following the design workshop, the consultant will finalize the soft skills sessions training materials in coordination with IOM’s Staff Development and Learning (SDL) department and work with RMM technical experts to finalize technical sessions materials and follow up on relevant action points agreed on during the workshop.

• Design, develop and test the training modules in accordance with adult learning principles. The training modules should be face-to-face and easily adaptable to virtual training. Develop the training materials and user guides for both participants and facilitators. The virtual package will be delivered through live format with instructors Coordinate with SDL to ensure compatibility of the modules with IOM LMS.

Output 3: Communication of the new RMM leadership training

Develop communication products that can be used for layout and design of the new RMM leadership training; including a video, brochure, laid out trainee manual etc.- which will later be uploaded in IOM’s online learning platforms (Cornerstone OnDemand; Moodle), and other platforms as required.

Output 4: Delivery of the training:

• Consultant will actively participate in the pre-training orientation sessions.

• Consultant will be available for an average of seven to ten days for actual training delivery period, it will include pre-training team meetings and preparation, 4 to 5 training days, and post training wrap-up and lesson learned meeting with the trainers’ team.

• Provide summary end of project report for IOM, which is to cover; workshop activity, pilot training activities, and complete package of training materials and a training evaluation which to be used later by IOM for the next round of training.

Performance indicators for the evaluation of results Timeline of deliverables:

• Deliver a detailed proposal of the training (February 2022)

• Design and Development phase (March-May 2022)

• Develop the communication products June 2022

• Call for candidates July-2022

• Deliver the training October 2022

• Conduct an external review of the training and submit a report with recommendations as well as session plans for future face to face (November 2022)

Required Qualifications and Experience:

Education, experience and/or skills required

• Master’s degree in Education, Psychology, Social Sciences, Educational Technology, Communications or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

Experience in leading adult learning trainings;

• Strong experience in humanitarian settlement operations, guidelines development and humanitarian standards principles and guidelines on adult learning training programs.

Skills

• In-depth understanding of humanitarian principles, coordination architecture, minimum standards, and emergency response structure;

• Familiarity with face to face as well as on-line learning platforms such as standard authoring tools, webinar technologies and learning management systems;

• Knowledge in Microsoft Office (essential);

• Basic understanding of RMM operational procedures and emergency response is advantageous;

• Excellent planning and organizational skills;

• Punctuality in meeting deadlines;

• Proven application of project management approaches in global programmes;

• Excellent communication and writing skills with multicultural and geographically dispersed audiences;

• Strong knowledge of learning and training methodology, course design and evaluation.

Languages

IOM’s official languages are English, French, and Spanish.

For this consultancy, fluency in English is required (oral and written). Working knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
