I. Contexte de l’appel à manifestation d’intérêt

1. L’association
   Humanité & Inclusion est une association de solidarité internationale spécialisée dans le domaine du handicap. Non gouvernementale, non confessionnelle, sans affiliation politique et à but non lucratif, elle intervient dans tous les contextes aux côtés des populations vulnérables, dont les personnes handicapées, pour leur apporter aide et soutien dans le développement de leur participation sociale et de leur autonomie. Depuis sa création, l’organisation a mis en place des programmes de développement dans près de 60 pays et intervient dans des contextes d’urgence et de développement. La plupart de ses projets incluent un appui technique aux partenaires et institutionnels pour améliorer l’inclusion des personnes handicapées concernées par leurs interventions. Pour ce faire, HI a développé un pool de seniors experts internes sur différents secteurs d’intervention (cf plus bas), sur le terrain et au niveau du siège.

4. Contexte de la création d’un vivier de consultants externes sur Inclusion et Handicap
   En complément des appuis techniques réalisés dans le cadre de nos projets humanitaires et de développement, et afin de promouvoir et d’avoir plus d’impact sur l’inclusion des personnes handicapées dans le monde entier, HI a décidé en 2016 de développer une offre de services d’assistance technique dédiée à l’inclusion des personnes handicapées.
   A date, HI a développé 3 types d’offres de services d’assistance technique INCLUSION (ATI):
    ATI « projet ou programmation inclusive » : Pour rendre un projet ou une organisation de la coopération internationale plus inclusive aux bénéficiaires handicapés de projets humanitaires ou de développement (ONG, bailleurs, agences internationales…)
    ATI « employeur inclusif » : Pour rendre un employeur plus inclusif de salariés handicapés (entreprises, ONG, bailleurs…)
    ATI « Politique ou service inclusif » : Pour rendre une politique ou un service public plus inclusif aux usagers et citoyens handicapés (institutionnels, du local au national)
   Ainsi, de l’évaluation initiale du niveau d’inclusivité à l’accompagnement à long terme, HI conseille les ONG, les bailleurs, les entreprises multinationales et les gouvernements sur

   l’inclusion durable des personnes handicapées, en assurant l’adaptation aux besoins et contextes locaux et aux spécificités sectorielles.
   Souhaitant développer de plus en plus efficacement ses activités d’appuis techniques à d’autres acteurs, HI lance cet appel à manifestation d’intérêt pour des consultants internationaux.
   II. Objectifs et missions visées
5. Objectifs de l’appel à candidatures
   Objectif général
   L’objectif général de cet appel à candidature est de permettre à HI de renforcer ses capacités d’expertise technique dans le champ de l’inclusion et du handicap, sur l’ensemble de ses terrains, contextes et secteurs d’intervention, en complément des expertises techniques des équipes permanentes HI.
   Les objectifs spécifiques
    Faciliter l’identification et la contractualisation de consultants externes pour HI, dans le champ de l’Inclusion et du Handicap ;
    Alimenter et enrichir la capacité de réponses techniques de HI sur le champ de l’Inclusion et du Handicap
6. Les missions visées par cet appel à candidatures
   Il s’agira, pour les consultants sélectionnés de pouvoir réaliser des missions d’expertise technique, en appui aux équipes techniques HI, du siège ou des programmes, dans le champ de l’inclusion des personnes handicapées.
    Soit dans le cadre de la mise en oeuvre d’une ou plusieurs activités d’un projet de solidarité dont HI est l’opérateur ;
    Soit dans le cadre d’un contrat d’assistance technique « Inclusion et Handicap », visant l’accompagnement d’une équipe projet, d’une structure, d’un service ou d’une politique à être plus inclusive aux personnes handicapées

   Ainsi, les consultants Inclusion et Handicap intégrés au vivier pourront être mobilisés pour des missions suivantes :
   Mission de type 1 : Mise en oeuvre/réalisation d’une activité visant l’inclusion des personnes handicapées dans le cadre d’un projet HI en cours, selon un secteur donné.
   Exemple : Enquête sur la situation des femmes handicapées dans l’accès aux
   services de santé reproductives, dans le cadre d’un projet HI en Santé sexuelle et
   reproductive
   Exemple : Réalisation d’un guide sur l’accessibilité des pratiques de recherche et
   sauvetage, dans le cadre d’un projet HI de gestion des catastrophes
   Missions de type 2 : Appui à l’accompagnement d’une organisation/service/politique « mainstream » à être plus inclusive aux personnes handicapées.
   Exemple : Réalisation d’un diagnostic « inclusivité » d’une ONG, à partir d’une
   méthodologie développée par HI, dans le cadre d’une assistance technique
   « Programmation inclusive » signée avec une ONGI
   Exemple : formation d’une équipe RH sur le recrutement inclusif, dans le cadre d’une
   assistance technique « Emploi Inclusif » signée avec une entreprise
   Missions de type 3 : Appui à la conception, suivi/évaluation – MEAL – de projets ou d’assistances techniques visant l’inclusion de personnes handicapées
   Exemple : Evaluation finale d’un projet visant l’accès des personnes handicapées aux
   services de santé sexuelle et reproductive
   Exemple : Co-conception d’une proposition d’assistance technique pour le
   ministère des affaires sociales d’un pays pour une politique de protection sociale
   inclusive
   Missions de type 4 : Appui à la gestion des connaissances de HI
   Exemple : Elaboration d’un document de capitalisation sur l’utilisation des NTI pour une
   éducation plus inclusive de enfants handicapés, issue de l’expérience HI et à
   destination des staffs HI
   III. Conditions de l’appel à manifestation d’intérêt
7. L’éligibilité
   Tout individu ou groupement d’individus :
    Ayant une reconnaissance légale de ses pratiques de consultants, et étant à jour de ses cotisations sociales dans son pays d’enregistrement professionnel
    Et ayant une expertise reconnue dans le champ du handicap et de l’inclusion, et si possible une ou des spécialisations sectorielles (cf plus bas)
    Et n’ayant pas bénéficié d’une rupture de contrat négociée avec HI dans les 2 dernières années, à date de cet appel à manifestation.

8. Le contrat cadre
   Cet appel à manifestation vise à permettre la contractualisation pluriannuelle de consultants internationaux dans le champ du handicap et de l’inclusion.
   Un contrat cadre de 3 ans sera signé avec chaque consultant sélectionné, dans lequel seront posées les conditions administratives et financières de sollicitation de chaque consultant signataire.
   Ces sollicitations se feront par le biais d’un bon de commande.
   Le consultant signataire s’engage sur des conditions financières, qui seront révisées annuellement en fonction de l’indice SYNTEX, et qui feront l’objet de la signature d’un avenant chaque année.
   IL s’engage à faire preuve de toute modification administrative et légale pouvant advenir durant la durée du contrat.
   HI s’engage à solliciter en priorité les consultants ayant signé ce contrat cadre avec HI, pour toute consultance entrant dans le champ de cet appel à manifestation d’intérêt.
   Cependant, ni le consultant ni HI ne s’engagent sur une exclusivité ou sur une obligation de collaboration durant ces 3 ans.
   IV. Expertises souhaitées des consultants externes
   Expertise obligatoire : Maitrise du champ du Handicap et de l’inclusion
   En particulier dans un ou des secteurs suivant*:
    Education inclusive
    Redressement économique
    Insertion économique
    Eau, hygiène, assainissement
    Abris et articles ménagers essentiels (AME)
    Accessibilité
    Développement social
    Réduction des risques de catastrophes
    Santé
    Services de Protection
   Et/ou sur des compétences transversales tel que :
   □ L’accompagnement/coaching de structures/organisations
   □ L’empowerment individuel ou collectif
   □ La gestion d’un cycle de projet (de l’écriture de projet à l’évaluation finale)
   □ L’écriture de ressources de gestion des connaissances
   *Des sous-secteurs sont proposés pour chaque secteur dans le questionnaire ci-dessous

   V. Candidatures
9. Poser sa candidature
   Les expert/e/s intéressé/e/s pour intégrer le vivier devront :
   □ Remplir le questionnaire de candidature en y téléchargeant les documents demandés. Accéder au questionnaire à compléter au plus tard le 15 septembre 2021.
   □ Transmettre un CV mettant en évidence des formations, compétences et expériences pertinentes au regard des types de mission, domaines d’expertise et zones géographiques couvertes par le présent appel à manifestation d’intérêt.
10. Le processus de sélection
    Tout dossier incomplet ne sera pas analysé. Un dossier complet correspond à un questionnaire complété dans sa totalité et de ses pièces justificatives, dont le CV tel que demandé.
    Les candidats présélectionnés suite à l’analyse de leur dossier complet, seront contactés dans un second temps pour fournir des informations additionnelles (exemples de réalisations, contacts pour prise de référence, détails du CV…). Il leur sera proposé, le cas échéant, un entretien technique – à distance ou sur place selon les possibilités – avec le ou les spécialistes techniques HI des secteurs concernés, avant validation finale de son profil technique
    Les candidats finalement validés pour faire partis de ce vivier signeront alors leur contrat cadre leur permettant d’être rapidement identifiés et contractualisés par HI selon les besoins.
    Date de dépôt du dossier complet au plus tard à minuit le 15/09/2021, pour un contrat cadre signé avant fin décembre 2021 pour une validité de 3 ans à compter du 1er janvier 2022.    Humanity & Inclusion is an international solidarity association specializing in the field of disability. Non-governmental, non-denominational, non-political and non-profit, it works in all contexts alongside vulnerable populations, including people with disabilities, to provide them with assistance and support in developing their social participation and autonomy. Since its creation, the organization has implemented development programs in nearly 60 countries and works in emergency and development contexts. Most of its projects include technical support to partners and institutions to improve the inclusion of people with disabilities affected by their interventions. To do this, HI has developed a pool of senior internal specialists in different sectors of intervention (see below), both in the field and at headquarter.

4. Background to the creation of a pool of external consultants on Disability Inclusion
   In addition to the technical support provided in the framework of our humanitarian and development projects to vulnerable people, and in order to promote and have more impact on the inclusion of people with disabilities in particular, HI decided in 2016 to develop a technical assistance service offer dedicated to the inclusion of people with disabilities.
   To date, HI has developed 3 types of INCLUSION Technical Assistance (ITA) service offers:
    ITA “Inclusive project or programming”: To make a project or an organization of international cooperation more inclusive to beneficiaries with disabilities of humanitarian or development projects (NGOs, donors, international agencies…)
    ATI “inclusive employer”: To make an employer more inclusive of disabled employees (companies, NGOs, donors…)
    ITA “Inclusive policy or service”: To make a public policy or service more inclusive to users and citizens with disabilities (institutional, local to national)
   Thus, from the initial assessment of the level of inclusiveness to long-term coaching, HI advises NGOs, donors, multinational companies and governments on the sustainable inclusion of people with disabilities, ensuring adaptation to local needs and contexts and to sectoral specificities.

   Wishing to develop more and more efficiently its technical support activities to other actors, HI launches this call for expression of interest for international consultants.
   II. Objectives and targeted missions for consultants
5. Objectives of the call for interest
   General objective
   The general objective of this call for iterest is to enable HI to strengthen its technical expertise capacities in the field of disability inclusion, in all its fields, contexts and sectors of intervention, in addition to the technical expertise of HI’s permanent teams.
   The specific objectives
    Facilitate the identification and contracting of external consultants for HI, in the field of Disability inclusion;
    To feed and enrich HI’s technical response capacity in the field of Disability inclusion
6. The tasks covered by this call for interest
   The selected consultants will be able to carry out technical expertise missions in support of HI’s technical teams at headquarters or in the programs, in the field of inclusion of people with disabilities.
    As part of the implementation of one or more activities of an solidarity project for which HI is the operator;
    Or in the framework of an Inclusion technical assistance contract, aiming at supporting a project team, a structure, a service or a policy to be more inclusive to people with disabilities

   Thus, the Disability Inclusion consultants integrated into the pool can be mobilized for the following missions:
   Type 1 mission: Implementation/realization of an activity aiming at the inclusion of people with disabilities in the framework of an ongoing HI project, according to a given sector.
   Example: Survey on the situation of women with disabilities in accessing
   reproductive health services, as part of an HI project on sexual and reproductive health.
   reproductive
   Example: Production of a guide on the accessibility of research practices and
   rescue, as part of an HI disaster management project
   Type 2 missions: Supporting a mainstream organisation/service/policy to be more inclusive to people with disabilities.
   Example: Carrying out an “inclusiveness” diagnosis of an NGO, based on a
   methodology developed by HI, as part of a technical assistance
   “Inclusive programming” signed with INGO
   Example: training an HR team on inclusive recruitment, as part of a
   technical assistance “Inclusive Employment” signed with a company
   Type 3 missions: Support to the design, monitoring/evaluation – MEAL – of projects or technical assistance aimed at the inclusion of people with disabilities
   Example: Final evaluation of a project aiming at the access of people with disabilities
   to sexual and reproductive health services
   Example: Co-design of a technical assistance proposal for the Ministry of Social Affairs
   of a country for social protection policy inclusive
   Type 4 missions: Support to HI knowledge management
   Example: Development of a capitalization document on the use of NTI for a more
   inclusive education for children with disabilities, based on the HI experience
   III. Conditions of the call for expressions of interest
7. Eligibility
   Any individual or group of individuals:
    Having a legal recognition of its consulting practices, and being up to date with its social contributions in its country of professional registration
    And with a recognized expertise in the field of disability inclusion, and if possible in one or more sectoral specializations (see below)
    And who have not had a negotiated breach of contract with HI in the last 2 years, as of the date of this call.

8. The master contract
   This call for interest aims to allow the multiannual contracting of international consultants in the field of disability inclusion.
   A 3-year master-contract will be signed with each selected consultant, setting out the administrative and financial conditions for the solicitation of each signatory consultant.
   These solicitations will be made by means of an order form.
   The signatory consultant commits to financial conditions, which will be indexed annually to the SYNTEX index, and which will be the subject of an amendment signed each year.
   Each selected consultant undertakes to provide proof of any administrative and legal changes that may occur during the term of the master contract.
   HI undertakes to give priority to consultants who have signed this master contract with HI, for any consultancy falling within the scope of this call for expression of interest.
   However, neither the consultant nor HI commit to exclusivity or to an obligation to collaborate during these 3 years.
   IV. Requested expertise of external consultants
   Compulsory expertise: Expertise in the field of disability inclusion
   In particular in one or more of the following areas*:
    Inclusive education
    Economic recovery
    Economic integration
    Water, hygiene, sanitation
    Shelter and essential household items (EHI)
    Accessibility
    Social development
    Disaster risk reduction
    Health
    Protection Services
   And/or on crosscutting skills such as:
   □ coaching of structures/organizations to become more inclusive to persons with disability
   □ Individual or collective empowerment
   □ Managing a project cycle (from project writing to final evaluation)
   □ Writing knowledge management resources
   *Sub-sectors are proposed for each sector in the questionnaire below

9. Applying for a job
   Experts interested in joining the pool should
   □ Fill in the questionnaire, uploading the requested documents
   Access to the application questionnaire to be completed by 15/09/21
   □ Submit a CV highlighting training, skills and experience relevant to the types of assignment, areas of expertise and geographical areas covered by this call for expressions of interest.
10. The selection process
    Any incomplete application will not be analyzed. A complete file corresponds to a fully completed questionnaire and its supporting documents, including the CV as requested.
    Candidates shortlisted after analysis of their complete file will be contacted in a second phase to provide additional information (examples of achievements, contacts for reference, CV details, etc.). They will be offered, if necessary, a technical interview – remotely or on site depending on the possibilities – with the HI technical specialist(s) of the sectors concerned, before final validation of their technical profile.
    The candidates finally validated to be part of this pool will then sign their master contract allowing them to be quickly identified and contracted by HI according to the needs.
