*II. Organisational Context and Scope

In recent years, different Governments in the Gulf have introduced labour reforms to promote sustainable economic development and offer better protection to migrant workers in their countries. As Governments and other stakeholders continue to strive to strengthen their labour migration management systems, it is crucial that domestic workers are not left behind.

While migrant domestic workers have contributed greatly to the wellbeing of households across the region, they are often undervalued and confronted with a number of vulnerabilities that can expose them to significant risk. This can include unsafe recruitment practices, lack of adequate labour law coverage and/or enforcement, restrictions on freedom of movement and violations of their human and labour rights. This can be further accentuated with social and cultural isolation due to language and cultural differences, lack of clarify on terms and conditions of employment, among others.

The International Organization for Migration in Bahrain supports Governments of Bahrain, Saudi Arabia and the United Arab Emirates (UAE) in different areas related to migrant protection and assistance, labour migration, orientation and information programmes as well as with technical inputs and policy recommendations. To assist Governments in ensuring the inclusion of migrant domestic workers in future labour reforms, IOM will be providing Governments with technical analysis, policy recommendations and/or programmatic activities, as requested.

The Care Economy Specialist will be responsible for developing knowledge products and coordinating relevant project activities that strengthen the protection of migrant domestic workers based in Saudi Arabia.

S/he will report directly to the Head of Labour Mobility and Human Development (LHD) in IOM-Bahrain and will be expected to work closely with colleagues from the Migrant Protection & Assistance (MPA) and the LHD Regional Thematic Specialist for the Middle East and North Africa.

III. CONSULTANCY OBJECTIVE

The objective of this consultancy is to provide monthly reports outlining the progress made towards activities that support a comprehensive understanding of migrant domestic workers based in Saudi Arabia, as well as the coordination of relevant project activities. **

IV. SCOPE OF WORK

The Care Economy Specialist will develop relevant knowledge products and coordinate project activities that strengthen the protection of migrant domestic workers based in Saudi Arabia.

S/he will be responsible for the following:

· Produce a gender-sensitive situational analysis of the Saudi domestic work sector, examining legal, regulatory, economic and social factors that influence the vulnerabilities of migrant domestic worker in particular, noting also resources and grievance mechanisms available;

· Put together a stakeholder assessment to understand the role of each stakeholder group, related mandates, challenges and organizational capacity;

· Develop a concise gaps assessment to determine the extent to which existing national legislation and policies reinforce the principles and provisions for achieving decent work for migrant domestic workers, citing international best practices and taking into consideration the ILO Conventions 189 and 190 and associated Recommendations;

· Put forth recommendations for programmatic activities that would strengthen the protection of migrant domestic workers and the institutional resilience of legislations and policies, in line with international best practices and ILO Conventions;

· Coordinate approved programmatic activities in coordination with relevant colleagues;

VII. REQUIRED EDUCATION AND EXPERIENCE

· Advanced degree in law, migration studies, political economy, sociology or a similar discipline;

· A minimum of 8 years of work experience in the field of development and/or migration;

· Demonstrated research and technical experience on topics related to migrant domestic workers including carrying out primary and secondary data collection;

· Strong knowledge of international labour standards relating to migrant domestic workers including terms and conditions of employment, private recruitment agencies, conditions of work and accommodation, equality and social security is required;

· Strong knowledge of the Gulf states’ labour migration management systems is strongly desirable.

VIII. LANGUAGES

· Professional fluency in spoken and written English and Arabic is required.

IX. CONFIDENTIALITY AGREEMENT

Contracted consultants are not permitted to use any of his/her gathered data, reported findings, contributions to the draft and final reports to further his/her personal research.
