*II. Organisational Context and Scope

The International Organization for Migration’s mission in Bahrain has been acting as the Management Site of an inter-regional initiative focusing on the design and management of tailored orientation programmes throughout the labour migration cycle. The ‘*Comprehensive Information & Orientation Programme’,* under the patronage of the Abu Dhabi Dialogue, supports Governments in holistically addressing the information needs of prospective and current migrant workers[1]. This approach could contribute towards supporting well-informed decision-making, enhancing skills to effectively navigate work and life abroad as well as assist managing different components of departure and return.

CIOP advocates three orientation stages of the labour migration:

1) Pre-employment orientation (PEO): Equips prospective migrant workers with accurate and tailored information to be able to make an informed decision on whether foreign employment is a realistic and adequate option.

2) Pre-departure orientation (PDO): Supports outgoing migrant workers in preparing for their journey, adjustment period, life and work in the country of destination, along with guidance on accessing support channels and grievance mechanisms.

3) Post-arrival orientation (PAO): Provides migrant workers with further information regarding local labour laws, socio-cultural norms and practices, workplace expectations and good conduct.

For each of these orientations, CIOP has developed mapping reports, needs assessments and delivery mechanism reports, as well as a set of proposed modules in the form of regional guides, with accompanying programme management systems.

The CIOP Team is currently carrying out a mapping and needs assessment of pre-departure orientation and post-arrival orientation across the East & Horn of Africa and the Gulf. The CIOP Graphic Design Consultant would support in finalizing the reports that would be key deliverables of this activity.
