*II. Organisational Context and Scope

The International Organization for Migration’s mission in Bahrain has been acting as the Management Site of an inter-regional initiative focusing on the design and management of tailored orientation programmes throughout the labour migration cycle. The ‘*Comprehensive Information & Orientation Programme’,* under the patronage of the Abu Dhabi Dialogue, supports Governments in holistically addressing the information needs of prospective and current migrant workers[1]. This approach could contribute towards supporting well-informed decision-making, enhancing skills to effectively navigate work and life abroad as well as assist managing different components of departure and return.

IOM is establishing a Centre of Excellence, aimed to provide services, technical expertise and resources to serve IOM missions and stakeholders with the design, development and management of CIOPs. This Centre will be housed within the Labour Mobility & Human Development (LHD) Unit of IOM-Bahrain.

The CIOP Training & Capacity-Building Specialist will be responsible for activities that strengthen the capacities of master trainers to deliver orientation sessions to prospective, current and returning migrant workers, as well as train managers responsible for overseeing CIOP programmes. This will primary include developing national/regional guides of modules with all training materials, management system guides and standard operating procedures, as well as facilitating training workshops.

The CIOP Training & Capacity Building Specialist will report directly to the Head of LHD in IOM-Bahrain and will be expected to work closely with other members of the Centre of Excellence, the LHD Regional Thematic Specialist for the Middle East and North Africa, as well as the Migrant Training and Orientation Division.

III. CONSULTANCY OBJECTIVE

The objective of this consultancy is to provide monthly reports outlining the progress made towards activities that strengthen the capacities of master trainers mandated to deliver orientation sessions to prospective, current and returning migrant workers, as well as train managers responsible for overseeing CIOP programmes as a whole. **

IV. SCOPE OF WORK

The CIOP Training & Capacity Building Specialist, with direct support from the CIOP Regulatory and Management Specialist, will be responsible for the development of national/regional curricula and management systems for CIOP programmes. This will also include tailored capacity-building for master trainers and managers of different countries to equip them with the skills required to carry out CIOP effectively and sustainably, in line with IOM’s Migrant Training Philosophy.

S/he will be responsible for the following:

Developing Regional and National Curricula of Modules:**

· Design gender-sensitive regional and/or national curricula of modules for orientation programmes, building on CIOP resources and prior mapping and needs assessments;

· Ensure that all training materials are contextualized to the context in focus and responsive to the learning needs of different participants;

Incorporating Guidance relating to CIOP Management:

· Support the CIOP Regulatory and Management Specialist to develop relevant guidance and tools, such as standard operating procedures, for clients to be able to manage CIOP sustainably;

· Harmonize any guidance and tools with the training materials.

Leading Training of Master Trainers:

· Put together a tailored programme to train master trainers to effectively deliver CIOP orientation and train others in the future, including mentorship support;

· Deliver and/or oversee the delivery of workshops.

· Support the recruitment of IOM CIOP Trainers, to provide support to the Center of Excellence relating to training and capacity-building activities;

· Orient and manage the pool of IOM CIOP Trainers;

Facilitating Capacity-Building of CIOP Managers:

· Support the CIOP Regulatory and Management Specialist to design a capacity-building programme targeting CIOP managers to ensure they are confident in overseeing CIOP as a programme in the future;

· Provide any support to the CIOP Regulatory and Management Specialist in delivering these capacity-building workshops.

Coordinating:

· Support the validation process with Governments or other stakeholders relating to CIOP training and capacity-building;

· Consult regularly with IOM Migrant Training & Orientation Division;

· Work closely with the CIOP MEAL Officer to ensure that monitoring, evaluation, accountability and learning considerations are mainstreamed throughout all training and capacity-building tools and activities;

· Coordinate with the CIOP Communications Officer for the production of any audio-visual material required, including educational videos, e-learning courses and handouts.

VII. REQUIRED EDUCATION AND EXPERIENCE

· Master’s degree in education/training, migration studies or a related field;

· At least 5 years of professional experience with a proven record in working in the field of developing training methodologies and carrying out trainings, preferably targeting migrants;

· Demonstrated skillset in designing and delivering interactive training and capacity- building programmes;

· Strong knowledge of effective training and education principles, including best practices in leveraging technology;

· Excellent writing skills, with a proven ability to design training materials and tools, in publishable quality;

· Meticulous and very attentive to detail;

· Strong conceptual and analytical abilities;

· Demonstrated ability to work in a multicultural environment;

· Ability to work under time pressure and deliver work of outstanding quality.

VIII. LANGUAGES

· Professional fluency in spoken and written English is required;

· Knowledge of French and/or Arabic is an asset.
