M & E Knowledge Management System

Within the Regional office, the Regional Support Unit coordinate and facilitate RO support to Country offices in the areas of: Project development (including proposal endorsement process); M&E (including technical support and sharing of monitoring tools and approaches, and oversight for external and internal evaluations); Reporting (include donor reports review and institutional reporting); Resource mobilization; and knowledge management; and capacity building for CO colleagues through on-the-job mentoring and guidance, and by conducting face-to-face training. As part of the monitoring and evaluation support provided by the RO, a group of M&E focal points has been created and are regularly engaged. With at least one focal point per mission, the focal points are the contact for announcements and requests related to M&E. As part of the RSU knowledge Management approach it is developing tools and systems that supports the generation and use of knowledge through existing IOM resources (such as SharePoint). To better support the focal points, as well as others involved in M&E, and to leverage the wealth of knowledge within the region, the Regional Support Unit aim to create a SharePoint platform which contains M&E technical guidance, M&E tools, M&E best practices among other resources.

RESPONSIBILITIES AND ACCOUNTABILITIES

In order for the SharePoint page to be useful and driven by needs of the M&E focal points, the selected consultant will liaise with missions in order to better understand their needs for such an information sharing platform. From this, the consultant will build a platform and populate the page with technical guidance, M&E tools, M&E best practices and other useful resources supplied by the missions and by the Regional Support Unit.

The following outputs are required from the selected consultant:

  1. Liaise with missions on what should be included in an M&E SharePoint page.
  2. Collect M&E tools, best/innovative practices, according to set definition, from country offices.
  3. Create an inventory of M&E tools in the EHOA region across thematic areas.
  4. Work with the KM team in development of a user-friendly SharePoint page to serve as a repository of M&E technical guidance, including but not limited to tools, evaluation reports, aligned to the KM visual identity.
  5. Create a user-friendly filing system for the SharePoint.
  6. Create a system/SOP for regular updates of the M&E technical guidance repository.

EDUCATION AND EXPERIENCE

  • University degree in Information Studies, Social Sciences or related field; Education in a migration and/or development related field an asset.
  • Experience in working for international organizations and/or international context.
  • Experience working in Monitoring and Evaluation.
  • Background in knowledge management and/or communication an asset.
  • Over five years’ experience in Knowledge Management and/or monitoring and evaluation.
  • Excellent track record on system development.
  • Excellent understanding of the Results Based Approach (RBA).
  • Good understanding of migration.
  • Good understanding of Information Management Tools.
  • Experience in conducting assessments and report writing.
