The Country Coordinator (CC) is the main responsible for all the aspects regarding the management of OIKOS’ program in São Tomé e Príncipe (STP). The Country Coordinator is also responsible for the projects’ team management and financial management, in articulation with headquarters in Lisbon. The CC reports to the Projects Department at headquarters.

The Country Coordinator will have the following main functions and tasks:

1) Define and guarantee the representation’s strategy implementation;

a. Support Oikos strategy definition in STP for the next 5 years, alongside the Coordination team and Headquarters;

b. Adapt and develop the representation strategy, according to local context evolution-,

c. Support defining the country’s representation objectives and priorities.

2) Coordinate and guarantee financial and operational tracking of the programmes’ activities;

a. Coordinate Oikos projects’ implementation, according to approved documents and signed contracts;

b. Follow the project’s technical and financial implementation by Oikos team and partners;

c. Monitor programmes’ development, with the team’s support;

d. Guarantee a good financial and operational management, as well as projects’ representation, while directly cooperating with the administrator, teams and partners, accordingly to Oikos’ procedures;

e. Elaborate technical reports and guarantee quality and in-time reporting, accordingly to donors and headquarters requirements.

3) Support new projects’ identification and development

a. Assess the context needs and opportunities for new proposals, cooperating alongside local teams and partners (existing and potential ones);

b. Define and negotiate the intervention terms and proposals with donors and partners in the country, according to the charities’ strategic and operational interests;

c. Support defining the intervention priorities and resources to be used;

d. Elaborate and revise proposals before sent to the Headquarters (drafts and final version), according to donors and internal guidelines.

4) Guarantee the representation’s good coordination;

a. Manage Oikos human resources, being directly responsible for the team;

b. Guarantee the good management of Oikos’ existing good in São Tomé e Príncipe;

c. Define and adapt, as necessary, the representation’s organisational chart and the team’s job description;

d. Solving potential team internal conflicts, with support of the direct supervisor and the Headquarters, as necessary;

e. Guarantee a good communication between the ground activities and the Headquarters.

5) Representing the charity before stakeholders, local authorities and partners;

a. Appropriable and dignified representation of the charity before institutions, as well as national and international players, according to the organisation’s mandate and principles and in strict compliance with the internal code of conduct;

b. Guarantee a stable operational and financial representation, including identification and coordination with international donors;

c. Diversify the existing group of partners and donors, prioritising the development of intervention consortia intervention, including with the private sector;

d. Guarantee a regular and fluent dialogue with partners and potential donors, with regular reporting regarding activities and Oiko’s prospects in the country.

6) Manage the representation’s security;

a. Follow the country’s security evolution and political/social context;

b. Evaluate potential safety risks and adopt adequate measures, as necessary.

The CC is the main responsible for the Oikos programme, people and propriety’s safety in the country.

Preferential factors knowledge and experience in the following areas:

  • Former knowledge and experience in São Tomé e Príncipe;
  • Biodiversity, Sustainable Management of Natural Resources (marine and terrestrial), Conservation
  • Green Economy, Business Management, Value Chain
  • Multistakeholder engagement processes
  • Social Advocacy and Public Policies

Position Requirements: Educational / Technical qualifications / level of expertise:

  • Degree in relevant technical areas, notably natural resources management.
  • Experience in project cycle management and working alongside partners.
  • Management capacity and strategic vision.
  • High knowledge of the dynamics of international finance institutions;
  • Capacity of delegation and supervision.

Languages: Portuguese (fluency); English (fluency/high); French (high, preferential)
