COVID-19 has tested the social, economic and political and environmental resilience of the Horn East and Central Africa (HECA) region, exacting a massive toll on the poor and most vulnerable and jeopardizing decades of hard-won development gains. According to the International Monetary Fund (IMF), the pandemic has widened the continent’s financing gap to $345 billion and derailed progress towards the achievement of the Sustainable Development Goals (SDGs).

HECA countries entered the crisis with elevated debt vulnerabilities and less room to spend. Despite the economic shocks of COVID-19, the continent is buoyed by growing economic opportunities and investment interest. It is poised to build forward better if governments are committed to an accountable and transparent COVID-19 response and a fairer post-COVID-19 economic recovery. Oxfam in HECA is working on rolling out a regional ‘Building Forward Fairer’ campaign to:

  1. To foster an accountable and transparent COVID-19 response
  2. To foster a greater commitment to a fairer and just post-COVID-19 recovery
  3. To foster greater public oversight for accountable, transparent and sustainable post-COVID-19 economic recovery
  4. To foster a greater commitment to a gender-just COVID-19 recovery

The change goal for the campaign is for national, regional governments and institutions to commit to building forward fairer economies in the aftermath of the COVID-19 pandemic.

The campaign will focus on the following strands of work:

  1. Addressing inequality (Investing in public sectors and access to vaccines)
  2. Fiscal justice (transparency and accountability, responsible lending, debt relief)
  3. Protecting civic space
  4. Feminist recovery
  5. Greener recovery

Oxfam HECA wishes to appoint a consultant to develop a creative strategy for the Building Forward Fairer Campaign (BFF).

1. Background

1.1. Oxfam in HECA

For over 50 years, Oxfam has been working in the Horn, East, and Central Africa (HECA) region, focussing its programs in ten countries: Burundi, DR Congo, Ethiopia, Kenya, Rwanda, South Sudan, Somalia, Sudan, Tanzania, and Uganda. We have a strong network of country teams who deliver our work and are augmented by regional and global capacity on fundraising, advocacy, and learning advisory support.

We aim to support activities that will achieve change at scale at all levels. Raising the voices of the communities we work with is critical to influencing a sustainable shift in local, national, regional, and global policies and practices of both state and private sectors.

A transformed and stable Horn, East and Central Africa region, where people exercise their right to challenge power and have dignity and security to drive transformative change in their lived experiences.

2. The Project

2.1. Project Objectives

Through this consultancy, Oxfam in HECA would like the Consultant to develop a creative strategy for the BFF campaign. These outputs must be consistent with existing Oxfam’s branding.

2.2. Scope of Work

  1. Borrowing from Oxfam’s branding, the consultant will develop a creative strategy for the BFF campaign and a package of illustrations, graphics and templates for the campaign.

Specific Deliverables

· BFF campaign creative strategy

· BFF logo design

· Designs of the IEC materials for the campaign

· 1large illustration on BFF (mural)

· 10 illustrations of the campaign’s themes/strands of work to be animated into a 1-minute video on BFF in a nutshell

· 10 editable posters for social media (Facebook, Twitter and Instagram)

· Banners for social media, and webinars

· 10 editable illustrations (1 per HECA country) for the HECA Commitment to Reducing Inequality report

· Other agreed illustrations and designs e.g., lesos, street art.

2.3. Reporting

The Consultant will report to Rights in Crisis Advocacy Advisor and Regional Media and Communications Manager.
