  1. BACKGROUND
    Danish Refugee Council (DRC) & Danish Demining Group (DDG) have been operational in Libya since 2011, providing basic assistance and protection services to safeguard dignity, safety and wellbeing of the most vulnerable and at risk (migrants, refugees, IDPs, returnees, host communities.) DRC programming currently includes protection, cash transfer programming, and small-scale shelter, site management and wash response.
    Due to the fragility of the context, DRC has primarily focused on basic needs and protection programming, however the organisation recognises that components of durable solutions programming are needed to safeguard dignity, safety and wellbeing of the most vulnerable and at risk IDPs, returnees, host communities, migrants and refugees. In 2020 DRC has started implementation of economic recovery programming. Programme activities include information provision on market trends; life and vocational skills training, job referrals and/or support to home-based small businesses (business development services, capital investment, etc.); promotion of financial inclusion and cash for work activities.
    The specific objective of this consultancy is to increase awareness of the young Libyan audience to the relevant socioeconomic and social cohesion topics affecting vulnerable groups’ access to livelihoods through Information, Education and Communication materials (IEC) on fact and figures on Labour Market, Regulations and procedures affecting access to labour market, human-interest stories and health and safety in work places.
  2. OBJECTIVES OF THE CONSULTANCY
    The project entails the creation and distribution various online content formats including videos, pictures, and infographics that intersperse personal stories of IDPs in starting up and sustaining successful enterprises, common challenges faced by both groups in accessing employment opportunities as well as informative contents on key processes for business registration and work permit application for foreign workers. In consultation with DRC, it is expected to create at least 20 online contents based on communication needs.
    Under the management of DRC Economic Recovery Manager for Libya, the consultant(s) will be the lead facilitator for the objectives below;
  3. Contribution of Migrants in the Libyan Labour Market (2x content of positive contribution and 2x content of challenges faced)
    Migrants have become integral to Libya’s social fabric over the last couple of years. In order to contribute to

    social cohesion, the content will highlight the positive contribution of migrants and the challenges met by migrants (access to job opportunities, work permit challenges, access to legal rights during employment etc.) in the labour market.
  4. Key facts and figures in the Labour Market (minimum 6x content for promising sectors, for key services provided by authorities contributing improved access to employment opportunities)
    This section aims to increase awareness of the target audience on labour market opportunities, promising sectors in various geographical locations with specific focus on Tripoli. This will include but not be limited to information on key authorities providing support in access to work opportunities (both wage and self-employment), key promising sectors for employment opportunities (specific focus on youth and women), registering employee database with the Ministry of Labour.
  5. Key Processes in Business Registration and Work Permit Application for Foreigners (minimum 3x content)
    This section aims to provide information on business registration process for entrepreneurs along with the benefits of business registration and risks associated with informal businesses. The section will also cover a content on the work permit application process for foreigners by employers.
  6. Health and Safety Measures in Workplaces (minimum 3x content)
    This section aims to raise awareness on safety and health measures to be taken by employers in workplaces to ensure protection of workers. This will include COVID prevention measures in workplaces (hygiene measures as well as measures required by legal decrees on the subject). This section will also cover basic safety measures required by workplaces as per existing relevant legal requirements.
  7. Human Interest Stories (minimum 4x content)
    This section will present problems, concerns, or achievements entrepreneurs have experienced while highlighting their paths toward establishing a business and ensuring sustainability.
    Note: this list of communication needs is not exhaustive, and the selected consultant will be expected to revise it based on the objectives of the programme.
    The Consultant will be requested to;
    i. Develop a research and content development plan outlining how the entire awareness raising campaign will be completed within the stated timeline (5 months).
    ii. Review necessary Libya economic recovery documents and available needs assessment studies. Discuss with DRC how to adapt the online contents-based needs to ensure the benefit of an awareness-raising and information dissemination campaign(s).
    iii. Carry out a learning impact assessment following the dissemination of contents to inform Program about the impact of contents on the audience’s improved sense of cohesion and improved knowledge on key communications needs.
    iv. In coordination with DRC, conduct necessary research required for content development on key communication needs listed under objectives.

    v. Produce the online contents as per key communication objectives, in consultation with DRC.
    vi. Dissemination of contents on relevant social media or other online platforms with broad outreach of at least 750,000 followers in Libya.
    vii. Deliver a final report which includes a list of contents created, research findings, the number of audience members reached by each content as well as an impact assessment of the campaign.
    The Consultant will be required to adhere to DRC rules and procedures for the duration of the consultancy, including safety and code of conduct etc. The consultant will therefore be requested to sign the code of ethics and sign DRC’s confidentiality form and will ensure full respect of humanitarian principles at all times, including when working in local communities and engaging with community members.
  8. MINIMUM TECHNICAL REQUIREMENT OF CONSULTANT
    To be successful in the position the Consultant should meet the following criteria:
    3.1 Experience and Qualifications:
    i. A minimum of 5 years relevant experience in research, provision of impartial information on key issues concerning socio-economic and social cohesion issues for displaced populations in Libya
    ii. Understanding of context in Libya is required, specific experience in working on awareness raising, information dissemination on key issues concerning access to Livelihood opportunities is an advantage.
    iii. Demonstrable experience in conducting social research for online content creation and dissemination.
    iv. Prior experience in conducting impact assessment on the benefit of awareness-raising and information dissemination campaigns on target groups
    v. Broad outreach to disseminate online contents within a target population, ability to use platforms for such dissemination with at least 750,000 followers in Libya.
    3.2. Skills and Qualities:
    i. Excellent teamwork and leadership skills with demonstrated ability to motivate, inspire and well organize individuals and teams
    ii. Highly organized and autonomous, able to multi-task and prioritise workload when necessary.
    iii. Excellent written and spoken English and Arabic communication skills
    We offer
    DRC will offer the successful Consultant a consultancy contract. The consultancy is planned to commence by 1st September, 2021.
    Confidentiality
    All information presented, obtained and produced is to be treated as DRC’s property and is considered as
    confidential for all other purposes than what is outlined in the ToR.

    The selected Consultant is, upon signing of the contract, required to sign a confidentiality agreement. The material prepared by the consultant cannot be sold, used or reproduced in any manner (partially or in full) by the consultant without prior permission from DRC.
