The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, and non-governmental organization providing assistance, protection and durable solutions to refugees and internally displaced persons across 32 countries worldwide. NRC established its presence in Jordan in 2012 and has all necessary permissions to operate in the country. The main NRC country office is situated in Amman, with additional field offices in Irbid, Mafraq, Zarqa, and Zaatari and Azraq camps. NRC delivers programmes in camps (Za’atari and Azraq), as well as in host communities (Amman, Mafraq, Irbid, Jerash, Ajloun, Ramtha and Zarqa governorates). NRC in Jordan currently responds to basic needs, provides protection, shelter, livelihoods, information, counselling and legal assistance, and assists children and youth with educational and vocational activities.

Jordan hosts 664,086 registered Syrian refugees while the estimated total number of Syrian citizens in Jordan is 1.3 million. The re-opening of the Jordan-Syria border and declining economic opportunities in Jordan have triggered some Syrian refugees to return to their homeland. Since October 2018, 40,852 Syrian refugees have returned to Syria from Jordan. Despite the low number of actual returns, 78 percent of Syrian refugees living in Jordan hope to return one day. The NRC and UNHCR, along with the UN and the broader international community, consider Syria’s current situation not conducive to a safe, dignified, and sustainable return. Nevertheless, the principles of impartiality and neutrality, vis-a-vis displaced populations’ decisions, call for humanitarian actors’ support and protection for those returning.

In light of the above, NRC Jordan Country Office (CO) is committed to supporting Syrian refugees’ informed decision-making through tailored counselling services. In particular, the NRC “Legal Safety” intervention aims at ensuring that refugees who consider returning are adequately informed about how to [1] close their legal situation in Jordan; [2] be protected from a legal standpoint during the border crossing; and [3] remain legal in Syria upon return. For those who require additional support, the NRC Information Counselling and Legal Assistance (ICLA) programme provides legal aid services to ensure the issuance, validation, and renewal of key legal and civil documents that are needed to return.

NRC is looking to hire a consultant (Individual consultants or registered companies) to work jointly and in very close coordination with NRC staff to carry out this learning exercise on its Legal Safety intervention to understand 1) the profiles and needs of those Syrian refugees who approached NRC while considering to return; and 2) the effectiveness, efficacy and relevance of the response provided by NRC JCO.
