Background

Information Management plays a critical role in Health coordination to ensure that the planning and implementation of the Health response effectively addresses gaps, avoids duplication, and is comparable and delivered on time to affected populations. To ensure the relevant information related to emergencies is provided to key stakeholders at the right time in a usable form to facilitate situational understanding and strategic decision-making, it is essential an experienced Assessment and Analysis Specialist is dedicated to support the Global Health Cluster (GHC). The Assessment and Analysis Specialist will work closely with the GHC, WHE HIM Region and HQ and other WHO departments, Country Health Cluster staff and global stakeholders.

Purpose and objectives of the position

Purpose

The purpose of this position is to support the Health Cluster in Assessments and Analysis at global, regional, and country levels. This position will represent the Global Health Cluster in global initiatives relating to assessments and analysis, it will also provide cluster level support in analysis of needs throughout the HPC. This is a Standby Partner Programme deployment to the Global Health Cluster, via iMMAP.

Objectives

The mission of WHO’s Health Emergencies Program (WHE) is committed to saving lives and reducing suffering during times of crisis – whether caused by conflict, disease outbreak or a disaster. WHE facilitates international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Summary of expected duties

  • Represent the Global Health Cluster in technical work relating to the Joint Intersectoral Analysis Framework (JIAF);
  • Support the HNO process in all cluster locations with particular focus on assessments and analysis;
  • Review and develop guidance on including health in Multi-Sector Needs Assessments (work should be done in collaboration with REACH and FCV);
  • Develop new guidance for conducting a Rapid Health Assessment (RHA);
  • Design a pilot exercise for the RHA guidance and coordinate said assessment;
  • Review the PHIS structure and align with a wider health needs framework (the one used for the PiN and Severity Guidance);
  • Review the PiN and Severity Guidance v. 2.0 and adjust in line with any changes to the JIAF;
  • Review and revise the GHC core indicator list;
  • Provide detailed statistical analysis for the Global Cluster Coordination Performance Monitoring (CCPM) Annual Report;
  • Provide technical advice relating to assessments and analysis as needed outside of the HNO (including EMRO OIM Project, Grand Bargain Workstream 5, development of the analytical framework for the ERMS, etc.);
  • Other duties as assigned by supervisor.

Requirements

Specific requirements

  • Advanced university degree or equivalent relevant experience in Social Sciences, Public Health, international development studies;
  • Demonstrated knowledge of the humanitarian and development contexts & coordination;
  • mechanisms; Demonstrated knowledge in needs assessments in humanitarian settings;
  • Demonstrated knowledge in the development of analysis frameworks;
  • Demonstrated knowledge in monitoring and evaluation/assessment;
  • Ability to multitask, prioritize and manage complex workload and handle pressure in a fast- paced environment;
  • Ability to work effectively in a cross-cultural and multi-disciplinary environment, while implementing best practices;
  • Ability to communicate and write in a clear and concise manner;
  • Excellent negotiation and interpersonal skills complemented by the ability to motivate others, and to promote consensus;
  • Tact, discretion and diplomacy.

Experience requirements

  • Minimum 7 years of experience in monitoring and evaluation and/or needs assessment;
  • Minimum 5 years field experience in humanitarian settings;
  • Experience working in public health;
  • Experience working with the clusters and knowledge of coordinated needs assessments including in country experience.

Language requirements

  • Strong English written and verbal communication skills, knowledge of another UN language is an asset.

Place of assignment

The work will be conducted remotely, home-based.
