Background

Information Management plays a critical role in Health Cluster coordination to ensure that the planning and implementation of the cluster response effectively addresses gaps, avoids duplication, and is comparable and delivered on time to affected populations.

To ensure the relevant information related to humanitarian emergencies is provided to key stakeholders at the right time in a usable form to facilitate situational understanding and strategic decision-making, it is essential that the Health Cluster has a dedicated, full-time, experienced Information Manager based in the Global Health Cluster Unit. The GHC Information Manager will work closely with WHE-HIM (and other WHO departments), Country Health Clusters and global stakeholders to increase the capacity for analysis and decision making through the implementation of the GHC PHIS and strengthening the collection, analysis, interpretation and dissemination of other non-health information requirements for effective coordination as per IASC guidance.

Presentation

The purpose of this position is to support the GHC to coordinate the development and implementation of the information and geographic mapping systems necessary for the collation, tracking and analysis of relevant intelligence and information related to health humanitarian action and emergency risk management. An experienced Information Management Officer (IMO) will lead, liaise and support planning, implementation and further development/enhancement.

Specific duties include:

  • Focal point for implementation of GHC Strategic Priority 3, of the current GHC Strategy 2017-2019 & subsequent GHC Strategy 2020-2023 currently under development.
  • Working closely with the WHE/HIM/MDC team and country clusters, actively support the implementation of PHIS standards, including tools and services (e.g. 3W/4W, Health Cluster Bulletin, HeRAMS, EWARS) and undertake country support missions as required.
  • Review and assess in collaboration with WHE-HIM the current implementation status of Public Health Information Services; identify and advocate for support where required.
  • Surge for crises, as required.
  • GHCU focal point for PHIS Task Team and represents the GHC in related partner bodies.
  • Focal point for Cluster Coordination Performance Monitoring (CCPM) support. Liaise with country clusters to plan, initiate and support country specific CCPM process/analysis.
  • Lead/support on specific non-PHIS IM activities within the GHC work-plan with a strong emphasis on inter-cluster engagement, capacity building.
  • Lead and support annual partner capacities surveys in collaboration with GHC Secretariat (draft & update methodology/ analysis framework, performs analysis, produce interim & final results and report). Contribute to other WHE Global Emergency Response Capacity mapping exercises where required.
  • Lead the development of reporting/ monitoring systems and tools to track and demonstrate cluster performance
  • Support development and implementation of GHC surveys and evaluations as required/ requested.
  • As appropriate and in collaboration with other units (HIM / OSL / OCHA/ other clusters) supports the design of generic data collection forms, ensuring the purpose and use of data collected is clear, inclusion of straightforward questions and highlighting where potential problems might arise.
  • Oversee and support the delivery of the information management components of GHC trainings in collaboration with WHE-HIM and/or partners to improve data management standards and practices for the GHC.
  • Support the timely production of evidence-based communications products through data analysis, infographics, presentations etc.
  • GHCU focal point to support and strengthen WHO participation in the Inter-Agency Information Management Working Group IM WG, in close collaboration with WHE-HIM team.

Requirements

Essential requirements

  • Advanced university degree or equivalent relevant experience in Information Management Sciences , Geographic Information Systems, Cartography.
  • Minimum 7 years of relevant work experience
  • Good knowledge of the humanitarian and development contexts & coordination mechanisms
  • Knowledge of Public Health information challenges a strong asset
  • Ability to multi-task, prioritize and manage complex workload and handle pressure in a fast-paced environment.
  • Demonstrated knowledge of surveillance and monitoring systems as related to acute and protracted health emergency response operations
  • Ability to work effectively in a cross-cultural and multi-disciplinary environment, while implementing best practices.
  • Strong English written and verbal communication skills
  • Ability to communicate and write in a clear and concise manner.
  • Excellent negotiation and interpersonal skills complemented by ability to motivate others, and to promote consensus.
  • Tact, discretion and diplomacy.

Desirable

  • Specialization in information management systems.
  • Specific training in humanitarian response or emergency information management
  • Proven ability and experience interacting with a wide range of government and humanitarian organizations;
  • Understanding complex concepts and ability to identify partner needs to senior GHC and HIM staff.
  • Degree and experience in Social Sciences or International Development
  • Demonstrated ability to work on identification and development of new projects
  • Working knowledge of French, other UN languages an asset
