Background Information:

PROJECT: ENHANCING PASSENGER PROCESSING CAPACITIES IN AZERBAIJAN IN LINE WITH INTERNATIONAL BEST PRACTICES AND STANDARDS

IDF-funded project aims to enhance border management and security in Azerbaijan by strengthening legal and technical capacities in Advance Passenger Information (API) and Passenger Name Record (PNR) systems and enhancing passenger processing in compliance with the international standards.

In order to achieve the project objective, IOM will have a two-track approach to enhancing the national capacity on API/PNR, more concretely: (1) facilitate the policy dialogue and coordination among the government agencies for the implementation of the International Civil Aviation Organization (ICAO) standards pertaining to API/PNR and (2) reinforce the skills of State Customs Committee on traveller’s control procedures.

Objective of Consultancy

IOM is seeking an international expert to prepare and deliver the online training on traveller’s control procedures. The IOM contracted expert will prepare a tailor-made training programme and deliver one 3-day online training for twenty customs officials, aiming at reinforcing the knowledge and skills of SCC staff on travellers control procedures.

Training is expected to cover the followings: Selection process in passenger control, Risk indicators, Data collection, Cooperation with other agencies, Passenger profiling, Risk management, Psychology in risk management, Targeting, Behavioural analysis, Observational techniques, Interviewing techniques, Situational awareness. As well as the followings: Selectivity in passenger control, Examination of luggage, Equipment used in passenger controls, Passenger Goods Exemption, Narcotics, Firearms, Radioactive sources, CITES, Cash controls and tax-free transactions, Human rights and conciliation of passengers. Along with listed topics, sharing the positive collaboration experience(s) between ICAO and Government(s) should be covered too

Tasks to be performed under this assignment:

· Attend to online meetings with IOM and SCC officials in order to obtain further information regarding the expectations.

· Develop a training agenda and materials on travelers’ control in line with the international standards; namely training materials on Risk and Behavioral Analysis in Passenger Controls and Operational Aspects of Passenger Controls. Ensure the coverage of positive collaboration experience(s) between ICAO and Government(s) to be among the topics.

· Enrich the online training materials with audio/video tools, PowerPoint slides and slide notes, exercises and pre/pro tests.

· Conduct 3-day online training on travelers’ control.

· Prepare and submit the training report to IOM. The report must include the training process/achievements, as well as the evaluation of the officials trained.

Expected deliverables

· Training agenda, presentations, practical exercises and materials development; delivery of 3-day training.

· Also, upon finalization of task to provide one-page training report.

· IOM will provide all necessary support.

Expected Duration of the Consultancy

Work will be carried out between April-May 2021. This consultancy is home-based but if field visit needs, logistical and travel assistance will be provided through IOM Azerbaijan country office.

Education and experience:

· At least 7 years experience in in the field of customs and border management

· Excellent knowledge and practical skills in the management of border crossings points, border control procedures and interagency cooperation

· Extensive knowledge in the field of passenger profiling, targeting, risk management

· Knowledge of the international regulatory framework related to API and PNR systems, including relevant ICAO Standards and Recommended Practices, technical specifications and related ICAO/IATA/WCO Guidance Material (including Annex 9 -Facilitation, Document 9957 Facilitation Manual) and EU legal framework related to API and PNR would be an asset.

· Must be able to work independently and demonstrate excellent teamwork, coordination and facilitation skills; respond constructively to feedback and differing points of view.

· Training agenda, presentation, materials development and training conduction/facilitation skills.

· Experience working with specialized international agencies (UN Agencies, International Organizations etc); experience working with IATA and ICAO is an advantage.

· Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

· Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

· Excellent written and spoken English is required
