BACKGROUND:

Latin America is home to the world’s second largest displacement crisis with 5.3 million Venezuelans displaced across borders, approaching the scale of the crisis caused by the Syrian Civil War. Many Venezuelans and other nationalities forcibly displaced from the region struggle to find lawful or skills-appropriate work in neighboring countries, despite having the required skills and qualifications to access international labor markets. With this in mind, HIAS is currently developing an International Labor Mobility pilot project that will allow skilled refugees and migrants to find employment in Countries such as Canada, the UK, Australia, New Zealand, among others.

POSITION SUMMARY:

In order to accomplish this goal, HIAS is seeking an experienced International Labor Mobility Consultant to develop a process to identify, train, refer, recruit, relocate and provide follow-up to skilled candidates. The Consultant will work in close coordination with the Director of Economic Inclusion, the Regional Technical Advisor of Economic Inclusion and CVA Programming and focal points in each country of intervention in LAC.

THE CONSULTANT IS EXPECTED TO PERFORM THE FOLLOWING TASKS:

  • Develop a process to identify potential highly skilled refugees and migrants who match the demand of labor in countries such as Canada, the UK, Australia and New Zealand. This will include a profile, skills and language screening.
  • Develop and maintain administrative and other processes for the project accountability, specifically creating processes to support HIAS and partner organizations for the facilitation of case management for refugees. This may involve supporting the integration of HIAS’ case management system with other partners’ technologies and systems as appropriate to maximize opportunities for candidates.
  • Develop a report with findings and recommendations around challenges and opportunities to improve HIAS and other stakeholders’ interventions, based on the information collected during the execution of a pilot project that aims to carry on at least three recruitment processes.
  • Develop a report analyzing how to incorporate international protection lens throughout the whole process of labor mobility and how to clearly differentiate resettlement programs and labor mobility programs.
  • Build a training curricula for candidates, that will at least include general information on how to draft a CV, tips for jobs interviews as well as specific sessions regarding relocation in a third country: emotional effects of a new relocation process, multicultural approach to employers, general aspects of living in the third country.
  • Develop a process to refer such candidates to HIAS’ partners abroad. This process must include a guide for field staff, a guide on how candidates will be notified of the decision of potential employers taking into account protection and development lens.
  • Develop a process to work with candidates once they are selected by potential employers that will include the following: how the candidate will be notified of the decision of the employer, a clear pathway to collect and submit all required documents for visa application as well as any other special requirements (such as medical evaluations) for relocation.
  • Develop a process to provide remote follow up support to relocated candidates.
  • Expand HIAS’ partnerships in different destination countries to create further international employment opportunities for refugee candidates.

QUALIFICATIONS & REQUIREMENTS:

  • An advanced university degree, preferably a masters or higher relevant field
  • Fluency in English and Spanish, both written and oral.
  • Minimum of 3 years of proven experience in involvement in international recruitment, relocation and project management.
  • Professional experience of at least 2 years in Latin American countries
  • A good understanding of displacement and migration dynamics and legal labor frameworks in the region is considered an asset.
  • Excellent verbal and written communication skills and high level of organization and attention to detail.
  • Excellent interpersonal and listening skills, including ability to interact with internal and external stakeholders in a professional manner.
  • Ability to work in a cross-cultural, geographically dispersed team environment.
  • Exercise good judgment and be able to maintain confidential information.
