Organizational Setting

The Strategic Analysis and Innovation Stream, (SAI) at the Regional Office of Latin America and the Caribbean (RLC), is the United Nations Food and Agriculture Organization (FAO) stream in the region that focuses on providing relevant, useful and high-quality analytic inputs to the Regional Initiatives, subregional priorities and the FAOR. It also supports the quality enhancement of FAO’s work in the region, making it more effective and up to date with global and regional trends and corporate priorities.

As part of its work, the SAI stream manages project evaluations in the region to provide results accountability and the evidence base to guide decision-making. Project evaluations also contribute to corporate learning, by offering a basis for improvements in the Organization’s programmes (relevance to country strategies and policies, definition of objectives, programme design and implementation).

Reporting Lines

Consultants (Evaluation Team Leaders and Evaluation Team Members) will be under the general responsibility of FAO´s Regional Office of Latin America and the Caribbean (RLC).

Technical Focus

FAO RLC is conducting final evaluations of several projects in the region, in countries such as Colombia, Chile, Brazil, Bolivia and Argentina.

The projects to be evaluated are in the following sectors:

· Sustainable food systems to provide healthy diets for all (nutrition and food security)

· Hand-in-Hand towards prosperous and inclusive rural societies (food production and land management)

· Sustainable and resilient agriculture (climate change and environment)

The purpose of this call is to identify Evaluation Leaders (with 10 or more years of experience) and Evaluation Team Members (with 5 or more years of experience) that may be suitable to conduct evaluations in the above countries and areas.

Tasks and Responsibilties

Provide world-class quality inception and final evaluation reports.

Key functions

The FAO Regional Office for Latin America and the Caribbean will guide this evaluation. The evaluation Evaluation Team Leaders and Evaluation Team Members will carry out specific tasks in accordance with their specific evaluation’s Terms of Reference, including:

The Evaluation Team leader is responsible for:

· Working in close collaboration with the RLC Evaluation Manager.

· Participating in virtual and face-to-face meetings (the latter only if the health contingency allows it), with project stakeholders, including government personnel, partners, beneficiaries and FAO staff;

· Leading the collection and review of pertinent documentation, including project documents (PRODOC, logical frameworks, progress and final reports, MTRs, etc.) and those generated during its implementation;

· Writing the inception report (drafts and final versions), including detailed methodology (based on evaluation ToR that will be shared with selected candidates), evaluation instruments, interview protocols and, where appropriate, survey questionnaires;

· Coordinating data collection with Country Office staff

· Conducting interviews/focus groups discussions and literature reviews. If the health contingency allows it, primary data collection activities will be face-to-face through field visits;

· Leading data analysis and formulation of preliminary findings;

· Leading preliminary findings presentations to project stakeholders (PowerPoint presentation to stakeholders);

· Writing final evaluation reports (including their respective drafts);

· Incorporating the observations and suggestions received after the circulation of drafts to OED, FAO and project partners, as appropriate.

· Working in close collaboration with the RLC Evaluation Manager.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements Team Leader

· University degree in evaluation, forestry, agriculture, rural development, environmental studies, public policy, social sciences, sociologist, anthropologist, social or economic development, public affairs or similar;

· At least 10 years of relevant work experience in project evaluation;

· At least 5 years of relevant work experience in sustainable food systems to provide healthy diets for all (nutrition and food security), hand-in-hand towards prosperous and inclusive rural societies (food production and economic development) or sustainable and resilient agriculture (climate change and environment);

· Relevant work experience in Latin America and the Caribbean region;

· Proficiency (native or level C) in Spanish;

· Working knowledge of English (Evaluation Team Leader).

Minimum Requirements Team Member

· University degree in evaluation, forestry, agriculture, rural development, environmental studies, public policy, social sciences, sociologist, anthropologist, social or economic development, public affairs or similar;

· At least 5 years of relevant work experience in sustainable food systems to provide healthy diets for all (nutrition and food security), hand-in-hand towards prosperous and inclusive rural societies (food production and economic development) or sustainable and resilient agriculture (climate change and environment);

· Relevant work experience in project evaluation (desirable);

· Relevant work experience in Latin America and the Caribbean region;

· Relevant work experience in Colombia, Chile, Brazil, Bolivia, Argentina;

· Proficiency (native or level C) in Spanish;

· Working knowledge of English (desirable);
