Logistics Officer and Security Focal Point – National Staff Position

Background

In order to strengthen the existing emergency preparedness capacity of local and national NGOs (L/NNGOs) across the Latin America and the Caribbean (LAC) and West and Central Africa (WCA) regions, and in an effort to support improvements to their organizational and operational response capabilities, Project HOPE will deliver a learning program that will reinforce L/NNGO response to humanitarian crises and ensure meaningful engagement with the international humanitarian ecosystem.

The initiative will support eight L/NNGOs, selected from across the LAC and WCA regions. Beginning in January of 2022, the learning program participants will undergo an extensive period of training activities, including individual study, in-person learning workshops, work plan development, a mix of onsite and remote support from subject-matter coaches (SMCs) and capacity transfers between participating L/NNGOs for peer-to-peer learning.

Purpose

The Logistics Officer / Security Focal Point will support the project team with general logistics and administrative support to ensure the smooth implementation of the local capacity strengthening for response project. The Logistics Officer / Security Focal Point will report to the Regional Team Lead and the Regional Security Manager. This Logistics Officer / Security Focal Point position will be based in [country] and will receive basic security training from the Regional Security Manager.

The position is not a standard 9-5 function. The incumbent will be on-call, with variations in level of effort and spike periods during site visits by program staff and subject matter coaches, during which additional time will be needed.

Key responsibilities:**

· Coordinating logistics for learning and capacity strengthening engagements between the project team and the participating NGO, and other related activities

· Identification of suitable and reliable suppliers, vendors, and providers of goods and services in accordance with Project HOPE guidelines

· Coordinating ground transportation and lodging requirements for team members on periodic visits and ensure safe and efficient transport of staff and materials/goods

· Facilitating and executing local procurement of necessary goods and services as and when required

· With the support of the Regional Security Manager, ensure adherence to, and respect of, established safety and security protocols and procedures

· Active monitoring of the security context in-country and in specific regions/cities as requested for feedback to the project team and the Regional Security Manager

· Prepare and submit periodic reports as needed

· Valid driver’s permit

Qualifications:

· Bachelor’s degree in relevant field

· Three years of professional experience in either a logistic or security support role

· Good organizational skills and attention to detail

· Excellent time management skills

· Ability to work effectively with a remote team

· Must be fluent in French (Cameroon, Mali, Niger, Haiti) or Spanish (Colombia, Honduras). English considered a plus
