LAW is an independent, non-profit organisation comprised of human rights lawyers and jurists working in fragile and conflict affected areas in the Middle East, Africa and South Asia. We focus on gender equality and sexual and gender-based violence, rule of law and accountability, transformative justice and natural resource exploitation, working to bring justice to those who need it most. LAW is looking for a consultant to carry out a final evaluation of one of its projects focusing on the implementation of the Women Peace and Security agenda in South Sudan and raising awareness on the role of women and in particular survivors of conflict related sexual violence in transitional justice processes.

Position Description

South Sudan Programme Manager 10 Days in January 2021

Location:

Remote with potential regional travel to South Sudan depending on security situation

Role Overview and Responsibility:

  1. Design and facilitate a final review and evaluation of the project.
  2. Undertake a review of the implementation and operation of the project.

a. Review and analyse the progress of the project and identify gaps in implementation with regards to the approved outcomes and outputs

b. Identify the effectiveness of strategies and provide recommendation for improvement in future projects.

c. Review the work of the partners and provide recommendation on how to improve coordination and the quality of the partnerships

d. Analyse the strength and weaknesses and unintended effects of the project, in particular in relation to effectiveness, coherence with the context, conflict sensitivity, and learning and adaptation.

e. Deliver practical recommendations on the challenges met by the project and their impacts on the delivery of the objectives.

  1. Interview the project partners and beneficiaries/participants individually and/or in groups,

either directly or through LAW’s national team or partners, to extract lessons learned, to

produce stories or quotations from the project participants which indicate the progress and

effectiveness of the project and its impact.

  1. Other related outputs as agreed upon between the Review team and LAW.

Experience, Skills and Qualifications Required:

· Master’s degree in development studies, social science, law or a related field.

· At least 5 years’ experience in monitoring and evaluations in the humanitarian or development sector.

· Demonstrated experience in conducting evaluation or being involved in strategic decision-making processes and at senior management level in projects involving transitional justice, SGBV, the WPS Agenda and/or peace building more generally.

· A thorough understanding of the security and political context in South Sudan and of protection issues and human rights in general.

· Demonstrated experience of minimum three years conducting evaluations in a complex operating environment and on legal projects.

· Excellent written and oral English, research, and drafting skills.

· Knowledge of Juba Arabic or a local language is an advantage.

· Excellent relationship management skills and the ability to communicate and work closely with local partners, community members, and other stakeholder.
