Job Description

MedGlobal is looking for a Monitoring & Evaluation Manager. This role will be responsible for establishing M&E frameworks and measuring progress to demonstrate impact for MedGlobal programs. They are responsible for the development and the implementation of appropriate monitoring and evaluation systems and supporting the Program Director in ensuring that projects and programs are implemented as per M&E frameworks and utilize standard tools for measurement. The M&E Managerwill also be responsible for collecting and disseminating lessons learned.

Responsibilities

Technical Development

  • Lead the development of an organization wide M&E annual work plan
  • Lead the development of country based M&E work plans
  • Establish a complaints and feedback mechanism for appropriate projects
  • Contribute to an effective roll-out of M&E collection and reporting systems to all staff and partners through training, virtual visits, manuals, and other technical support as needed.
  • Support in preparing training and tools to support capacity development of program staff and in-country M&E staff.
  • Support in the development of M&E policies and procedures organization wide

Implementation and Data Management

  • Develop and use different qualitative and quantitative methods of data collection including structured/ semi structured interviews, key informant interviews, in-depth interviews, group discussions, focus group discussions and direct observations as an M&E tool
  • Conduct training on quantitative and qualitative techniques for data collection in M&E, for field staff
  • Develop TOR for internal and external baseline surveys, mid-term evaluations, final evaluations
  • Support in the development and implementation of needs assessments alongside program teams
  • Measure and report on qualitative and quantitative input, process, output, outcome, impact, objective, and goal-level performance indicators for all projects, and field level outputs meet a minimum standard for quality;
  • Assist in the analysis of M&E data and help to produce reports with statistical analysis and presentation
  • Track indicator measurement in the M&E frameworks and report to the Director of Programs on indicators at risk if any.

Reporting

  • Write full narrative reports (needs assessments, internal reviews, progress reports) and executive summaries.
  • Provide data to the Project Team for use in preparation of reports to donors and proposals
  • Ensure donor required M&E reports are completed on time and with high quality
  • Identify the budget/resources needed for MEAL activities of projects.

Knowledge Management and Learning

  • Contribute to the dissemination and use of knowledge gained through M&E activities (lessons learned)
  • Ensure the effective functioning of the beneficiary complaints mechanism and that beneficiary complaints/feedback is adequately captured, analyzed, addressed and responded to in a timely manner and utilized by the program and management teams
  • Build capacity and understanding among MedGlobal staff, partners and contractors on beneficiary accountability and complaints mechanism.

Key Performance Indicators

  • # of assessments and evaluations conducted over the past 6 months
  • # of M&E frameworks developed during the past 6 months
  • Mechanism established for Beneficiary Complaints and initiated at field level
  • Mechanism in place and functional to provide data on project indicators to Grant Management Unit in a timely manner
  • # of M&E donor reports completed on time

Requirements

  • Bachelor’s degree in a related field
  • Proven working experience in Monitoring & Evaluation in an NGO context
  • Technical expertise regarding data models, database design development, data mining and segmentation techniques
  • Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS etc)
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
  • Experience in use of KOBO preferred
  • Adept at queries, report writing and presenting findings
