CARE is a leading international humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities.

About the Role

This Consultancy will work with SPC and all implementing partners (including CARE PNG and CARE Vanuatu) to provide technical support on gender equality and inclusive governance approaches, generating learning, building capacity and knowledge sharing in the region.

As the focal point for this project, this consultancy will also be responsible for coordination between CARE (CARE Australia, CARE PNG and CARE Vanuatu), CARE US (who hold the donor contract as the project is USAID funded) and SPC. This includes the facilitation and collation of project documentation including quarterly and annual narrative reports (noting CARE US will collate required financial reports), monitoring and evaluation plans, and any other knowledge sharing documentation.

Key Responsibilities

As the inclusive governance consultancy and CARE coordination focal point, this role will be responsible for the following:

  • The provision of inclusive governance technical support to CARE PNG, CARE Vanuatu, SPC and other SPC implementing partners in PROJECT Governance
  • Act as CARE focal point with SPC for all communication on project progress, outcomes and learning
  • Represent CARE on all regional stakeholder meetings directly or indirectly related to PROJECT Governance
  • Supporting a broader sharing and learning agenda for CARE in the inclusive governance space – both in the region and with CARE International
  • Collation of timely and quality narrative and annual reports that meet donor requirements with inputs from CARE PNG and CARE Vanuatu
  • Regular review of the CARE monitoring and evaluation plan and provision of inclusive governance M&E tools and technical support to CARE PNG and CARE Vanuatu as required
  • Facilitation of learning events (or equivalent) between implementing partners to enable knowledge sharing between partners

Ideally you will have:

  • A Bachelor degree or equivalent in international development, gender or related field and/or a minimum of 5 years’ experience in development programs in the Pacific region.
  • Technical knowledge and experience in the implementation of inclusive governance and / or transformative gender approaches, complex gender analysis and advocacy related to gender issues in the Pacific region.
  • Ability to design and develop gender focused monitoring and evaluation systems.
  • Demonstrated experience in capacity strengthening and skills-transfer to Pacific organisations and project staff.
  • Representational skills including experience developing networks and relationships with government, civil society and other stakeholders.
  • Good communication skills (both written and spoken) in English language, including report writing.
  • Demonstrated leadership and the ability to respond effectively to challenges, to work effectively in a small, diverse and busy team environment with minimal supervision.
