The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners’ peace-building, humanitarian and development projects around the world. New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management. Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios in NYSC: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS signed an agreement with the United Nations Office of Counter-Terrorism. The United Nations Office of Counter Terrorism (UNOCT) was established by the General Assembly in June 2017. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States.

This is a position in UNOPS supporting the work of the UNOCT/UNCCT Global Programme on Preventing and Countering Violent Extremism (PCVE). The PCVE team of UNOCT/UNCCT has significant experience delivering technical assistance and capacity building training across the globe and utilizes the lessons learned from building capacities in PCVE, its network of global experts, and regional local partners to implement this programme. ** Functional Responsibilities

The United Nations Plan of Action to Prevent Violent Extremism (A/70/674-A/70/675) was presented to the General Assembly in 2016 to provide further content to Pillar 1 of the United Nations Global Counter-Terrorism Strategy. One of the key recommendations from the PVE Plan of Action for United Nations Member States and regional organisations is to consider developing their own national and regional Plans of Action (henceforth, ‘NAPs’) to Prevent Violent Extremism.

Since 2018, UNCCT has focused on supporting Member States and regional organisations in developing national and regional NAPs on PCVE. With its mandate to assist Member States and provide leadership on PCVE, UNOCT is the designated Office to provide this type of support. As its capacity building arm, UNCCT is mandated to coordinate UN-system policy support in this regard.

Given the importance of PCVE, it is vital that Member States, regional organisations, UN agencies and civil society organisations acquire the skills, knowledge and attitudes required to design and implement successful PCVE NAPs, policies, and interventions. The successful candidate for this position will provide the technical expertise required for UNCCT to assist Member States and regional organisations in understanding the importance of PCVE, to identify the existing tools and resources to assist them in their efforts in this area, and to assess their self-identified needs, with the aim of helping them develop their own PCVE NAPs and organise related technical assistance in the policy field. This will be achieved through a series of regional workshops to which Member State officials and representatives, as well as other PCVE stakeholders, will be invited to take part. Preference will be given to those who have a good understanding of P/CVE policy, programmes and issues.

The Programme Management Specialist (PCVE Training Curriculum Specialist) will provide technical guidance as follows:

  • Conduct desk review/ research of PCVE interventions and National Action Plans in priority regions and states to assess and identify strengths, areas of development, and progress in PCVE policy development and implementation. The Specialist is expected to contribute to this effort through their existing knowledge and conduct further research as required to build on the strengths and fill gaps to ensure the curriculum to be developed as an output is evidence-informed and cutting-edge.
  • Design and develop, in collaboration with the PCVE team, a detailed and innovative training curriculum and course module on PCVE National Action Plans and interventions aimed at practitioners and policymakers at the national and regional level.
  • Draft the methodology and curricula for training on PCVE National Action Plans and interventions. Comprehensive detailing of methods to accomplish intended outcomes (i.e., how will the curriculum be taught?) are to be developed, as well as the outline of the expected changes intended for the learners/ target audience (i.e., what are the intended outcomes/ objectives – what will the learners be able to do after participating in the training).
  • Produce an inception report that outlines a clear strategy for assignment, work plan and approach to curriculum development geared towards the training of practitioners and policymakers in PCVE and CT.
  • Create, in conjunction with the team’s Monitoring and Evaluation Specialist, a monitoring and evaluation plan for the training curriculum and modules detailing intended outcomes of the training strategy.
  • Develop lesson plans, learning aids such as exercise materials, an agenda for each workshop, and necessary paperwork such as evaluation forms.
  • Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Education **

  • Advanced university degree (Masters degree or equivalent) preferably in education, pedagogy, behavioural science, international affairs, political science, security studies, or relevant discipline is required.
  • First level university degree (Bachelor’s or equivalent) in combination with two (2) additional years of relevant experience may be accepted in lieu of an Advanced University degree.

Work Experience

Required:

  • A minimum of five (5) years of progressively responsible experience in developing and conducting policy-focused research design and analysis preferably in the field of conflict prevention, peacebuilding, development, preventing and countering violent extremism (PCVE) and counter-terrorism (CT) is required.
  • Demonstrable experience in writing, editing, and content packaging for external and international audiences is required.
  • Excellent verbal and written communication skills are required.
  • Demonstrable experience developing learning curricula and training courses that yield sustainable learning outcomes is required.
  • Experience in the delivery of training programmes and learning outcomes is required.

Desirable (The following experience is optional. Candidates who do not have it are welcome to apply):

  • Demonstrable experience in developing PCVE and CT curriculum and trainings will be an asset.
  • Solid methodological and curriculum development skills, demonstrated through a list of manuals and guideline pieces and training.
  • Experience of convening multistakeholder (including academics, private sector and the technical community) and multidisciplinary working groups on relevant issues is desirable.
  • Experience drafting and publishing academic articles on PCVE is strongly desirable.
  • Experience conducting scoping missions, engaging with government, CSO and industry, would be an asset.**Language**
  • Fluency in English (read, write and speak) is required.
  • Fluency in another United Nations language is an asset.

** Contract type, level and duration

Contract type: Individual Contractor Agreement (ICA) Retainer – A retainer contract is issued for a period of time during which the services of the individual contractor are required intermittently. The individual contractor agreement on retainer basis will specify a “unit price” per day worked. For budgetary purposes, a monetary cap will be determined when the contract is awarded and issued. Please note that the retainer contract will not provide for a minimum, and payment will be made only after completion of work
