Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Chief of Mission (CoM) of the assigned duty station and in close coordination with IOM’s Headquarters’ Department of Peace and Development Coordination (DPDC) Thematic Specialists (inclusive of the Migration & Sustainable Development Unit, the Migration, Environment and Climate Change and Transition and Recovery Divisions), as well as relevant thematic specialists of the Department of Migration Management and regional offices, the successful candidate will be responsible for external liaison inclusive of resource mobilization, programmatic development and implementation of migration governance, recovery and sustainable development activities.

The successful candidate is expected to carry out their duties in accordance with the strictest ethical standards and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. Establish and maintain positive working relationships with host Governments on migration governance, recovery and sustainable development planning in relation to the concerned crisis, including relevant ministries, donors, and other partners, such as fellow UN agencies, academia, and semi-governmental entities in close coordination with the CoM and the Emergency Coordinator.
  2. Provide advice and technical assistance to host governments to mainstream migration, recovery and durable solution planning into national and local sustainable development policies and strengthen migration governance capacities to mitigate mid-term impacts of the crisis, including in specific thematic sectors, such as migration, environment and climate change, disaster risk management, transition and recovery programming, labour and facilitated migration, counter-trafficking, immigration and border management.
  3. Identify and assess migration issues and priorities in-country and across the concerned sub-region, in coordination with relevant data collection and analysis units, share advice, prepare materials and provide substantial guidance to the CoM and colleagues in Country Office and region on recovery and sustainable development planning.
  4. Support resource mobilization efforts for migration governance, recovery and development projects in support of affected populations, host communities and national and local governments, in close coordination with CoM, the Emergency Coordinator and Program Managers. Develop and/or support the development of proposals in coordination with Program Support Units, and ensure regular reporting requirements are met, including on achievements, projects, problems encountered, pertinent developments, and strategic needs.
  5. Liaise with other IOM missions at regional level as necessary for the implementation of IOM response plan, engaging with donor representatives to negotiate the funding of IOM mid- and longer-term programming in country and within broader sub-regional cooperation forums.
  6. Establish strong partnerships with implementing partners, the donor community, government,local authorities, United Nations (UN) agencies and other stakeholders such as private sector and civil society organizations, advancing joint programming and ensuring that IOM’s programming is integrated into joint UN planning frameworks for mid- and longer-term response.
  7. Facilitate recruitment and manage related programming units and teams for recovery and sustainable development projects, ensuring the development of program work plans, establishment of monitoring tools and tracking of implementation challenges to promote up to date and evidence -based decision-making, promoting convergence between all IOM country programmes to advance efficiency and effectiveness of the response.
  8. Ensure that the CoM has summaries of key documentation shared and is well prepared to represent IOM in key meetings and decision-making processes. Support the development of Sitreps, Talking Points, Key Messages.
  9. In close collaboration with the Resources Management Officer (RMO) and ProgramManagers monitor budget expenditure against work plans and donor agreements.
  10. In close collaboration with CoM, Program Managers and RMO, work to ensure the IOM’s mid to longer term staffing structure is in line with programming requirements, available budgets, and donor agreements. In coordination with Headquarters and Regional Office, determine additional requirements for deployments as surge capacity to scale up response operations as needed.
  11. Undertake travel duties, as required and in line with prevailing security restrictions, related to project implementation and oversight, staff training, and liaison with partners and the Sub-Offices, to coordinate, develop and/or support programme implementation.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Development, Peace and Conflict Resolution, Social and/or Political Science, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Minimum five years of relevant working experience in programme implementation and management with experience in complex operating environments preferred;

• Knowledge or experience of working with the humanitarian inter-agency coordination and cluster systems;

• Experience in liaising with governmental authorities, other national/ international institutions and UN, IOM or INGOs.

Skills

• Demonstrated expertise in migration crisis response and migration management including border management, labor and human mobility, durable solutions, community stabilization/community engagement, socio-economic recovery, or related programming areas; • Excellent writing skills;

• Excellent people and communication skills and demonstrated ability to establish and maintain effective relationships with stakeholders and partners;

• In depth knowledge of the broad range of migration related subject areas dealt with by theOrganization;

• In depth Knowledge of UN and bilateral donor programming;

• Knowledge of IOM project development procedures (including PRIMA) and processes;

• Knowledge of monitoring and evaluation.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Fluency in Russian, French, Spanish, Dari-Farsi, Pashto, Urdu, and other regional languages is an advantage.
