Chemonics seeks a safeguarding training consultant for the Cross Border Conflict Evidence, Policy and Trends (XCEPT) research programme. This research programme is a five-year, FCDO-funded £18M programme with a £5M grants component focused on operationally relevant research on cross border conflict across the Middle East, North and West Africa, the Horn of Africa and Asia. The primary objective of this scope of work is to support the XCEPT team in developing and delivering an applied training/workshop on best practices and procedures for safeguarding against any sexual exploitation, abuse or harassment of research participants, communities, and research staff, plus any broader forms of violence, exploitation and abuse. The support should reflect current guidance published by the UK Collaborative on Development Research and be tailored to research activities. Responsibilities include

The Safeguarding Training Consultant will teach consortium members to identify how safeguarding is manifested in research, as well as how to identify and report against potential violations. The training and any subsequent materials developed should be easily tailored to apply to all consortium members, including grantees and other downstream partners. Furthermore, the training should focus on applied learning by considering the specific workplans and intended research plans of each XCEPT partner. A variety of formats during the training are expected to be proposed in order to achieve this applied learning and to ensure enduring impact from the training.

Deliverables for this assignment are the following:

  1. Carry out a preliminary high-level safeguarding risk assessment of XCEPT research activities, with a view towards developing mitigation measures and tailoring safeguarding training to the specific needs of the XCEPT programme and partners.
  2. Review existing XCEPT safeguarding processes and procedures and refine as needed
  3. Draft a brief training plan which includes the following elements:
    • A synopsis of the training objectives for all members of the consortium
    • Draft agenda that captures proposed topics to be addressed, and describes the variety of formats to be used so that there is applied learning
    • Explanation of how training will be delivered on a digital (and possibly hybrid – mix in-person and remote) platform in a manner that calibrates the training effectively to the constraints of the medium for adult learners
  4. Schedule and conduct training in collaboration with the XCEPT team and provide any preparatory materials for participants that may be required. (Preparatory materials may include, for example, a PowerPoint presentation deck with interactive materials but can be discussed and are subject to the recommendation of the consultant).
  5. Draft a succinct report (no more than 5 pages) which describes the delivered training, highlights primary ‘messages’, and shares observations/recommendations for next steps. This should include collecting and analysing participant feedback. (A notetaker can be provided to support this process but they will need to be briefed by the consultant and not relied upon for this deliverable)
  6. Create a comprehensive resource guide to distribute to participants following the training.

Learning Objectives

By the end of the training participants will be able to:

  • Define key safeguarding terms, definitions, and guiding principles
  • Know how to report safeguarding concerns through the appropriate reporting structures
  • Evaluate whether research questions and methodologies are contextually appropriate and do not pose an unacceptable risk of harm to participants and/or communities
  • Have identified (and be able to identify in the future) the key safeguarding risks and mitigations for their planned research

Qualifications

  • ​Bachelor’s degree and/or greater with 5+ years of working experience
  • In-depth knowledge of UK-funded programmes, research institutions, and conflict affected environments
  • Experience in both developing and delivering safeguarding material and training/workshops
  • Experience tailoring safeguarding measures to specific projects through an engaging and collaborative approach
  • Familiarity with current safeguarding guidance published by the UK Collaborative on Development
  • An ability to work independently and deliver on schedule
  • Demonstrated leadership, versatility, and integrity
  • Excellent written and verbal skills in English
